Job summary

Khatib & Alami in Riyadh seeks a Senior Proposal Engineer (Saudi Citizen) to lead technical and commercial supervision proposals for the Riyadh office. You will work with the Manager - Business Development & Proposals to steer tender participation, prequalification, strategy and timely, cost-effective proposals.

You will develop method statements, estimate delivery costs, consolidate staff resumes and project references, coordinate tender requirements including bid and performance bonds, and

Qualifications

• Bachelor’s Degree in Engineering (Architecture) preferred.
• 6+ years of Industry experience in the Architecture, Engineering and Planning Industry.
• Experience with proposal development, pricing and cost estimation.

Responsibilities

• Procure design-related RFPs and tenders in Riyadh as directed by the Manager - Business Development & Proposals.
• Coordinate prequalification materials, bid bonds and performance bonds.
• Develop supervision proposals, method statements and project cost estimates for Riyadh.
• Support design proposals teams with local market intelligence and submission requirements.
• Coordinate with Geography Manager - Riyadh and Senior Managers on costs, margins and contingencies.

Job description

The Senior Proposal Engineer (Saudi Citizen) leads the development of technical and commercial supervision proposals for the Riyadh office. He works closely with the Manager - Business Development & Proposals for supporting the tender participation decision making process, coordinating prequalification requirements, setting the proposal strategy and developing technical and commercial proposals in a timely and cost effective manner, while ensuring K&A competitiveness and right to win. He develops supervision proposal method statements, estimates project delivery costs, consolidates staff resumes and project references and coordinates the preparation of tender requirements, such as bid bonds, performance bonds, etc. The jobholder also supports design proposals teams through providing local market intelligence and facilitating local design proposal submission requirements and documentations.

• Ensure responsibilities are fulfilled with a high quality and in a cost effective manner

Customer Focus

• Procure design-related RFPs in Riyadh based on the direction of the Manager - Business Development & Proposals
• Arrange and prepare commercial / legal proposal requirements on behalf of design Proposals Sections, including bid bonds, performance bonds, etc.
• Support the Manager - Business Development & Proposals in reviewing, packaging and submitting design proposals prepared by design Proposals Sections, as needed
• Ensure fulfillment of all client requirements in technical and commercial proposals

Internal Business Process

• Support the assembly, preparation and submittal of prequalification materials in Riyadh
• Procure supervision RFPs in Riyadh based on the direction of the Manager - Business Development & Proposals
• Support the Manager - Business Development & Proposals in identifying project and contract risks that preclude the participation in design and supervision tenders in Riyadh
• Assist the Manager - Business Development & Proposals in recommending supervision projects price ranges
• Develop method statements, approach and scope for supervision proposals in Riyadh
• Recommend man-hour rates and calculate direct project costs for supervision proposals
• Support the coordination with the Geography Manager - Riyadh and Directors / Senior Managers - Supervision in validating supervision projects direct costs, margins, contingencies
• Prepare and arrange for local tender requirements, such as bid bonds, performance bonds, etc. for supervision tenders in Riyadh
• Coordinate with the Contracts Section to review contract terms of supervision proposals
• Support in collecting and consolidating project staff resumes, project reference lists and qualifications for supervision proposals in Riyadh
• Support with the review, packaging and submittal of supervision proposals in Riyadh
• Follow up with clients on the proposals status and support in client negotiations, as needed
• Hand over successful supervision proposal documents to project teams for project launch
• Implement corporate policies and procedures

Learning & Growth

• Develop and maintain pricing database by client within Riyadh for supervision projects
• Attend periodic training to further develop relevant skills

Qualifications

• Bachelor’s Degree in Engineering (Architecture) preferred.

• 6+ years of Industry experience in the Architecture, Engineering and Planning Industry

Specific Experience

• 6+ years of experience in Architecture, Engineering and Planning Industry in a top tier regional / multinational engineering consultancy firm with experience in proposal development, pricing and cost estimation
• Significant industry experience within the Middle East; experience within Riyadh is preferred
