Job summary

BEC Arabia in Riyadh seeks a skilled Procurement Officer to manage sourcing and procurement for major construction and infrastructure projects. You will collaborate with project managers, engineers, and suppliers to ensure timely, cost-effective procurement, strict compliance, and optimal vendor performance.

The role emphasises negotiation, budget oversight, and adherence to Saudi regulations, with opportunities for growth and exposure to giga-projects aligned with Vision 2030.

Qualifications

• Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
• Minimum of 5 years of procurement experience in construction or engineering industries.
• Proficiency in procurement software such as SAP, Oracle Procurement Cloud, or similar.
• Strong knowledge of Saudi Labor Law and GOSI, and compliance requirements for procurement activities.
• Demonstrated experience in contract negotiation and vendor management.
• Excellent communication and interpersonal skills.
• Proficiency in Microsoft Office Suite, particularly Excel.

Responsibilities

• Develop and implement procurement strategies aligned with project requirements and organizational goals.
• Source and evaluate suppliers, vendors, and subcontractors to ensure quality, cost-effectiveness, and compliance with project specifications.
• Negotiate contracts and terms with suppliers to secure favorable pricing and delivery schedules.
• Monitor and manage procurement budgets, ensuring cost control and adherence to financial targets.
• Coordinate with project teams to identify material and equipment needs, ensuring timely delivery to construction sites.
• Maintain and update procurement records, including purchase orders, contracts, and supplier performance evaluations.
• Ensure compliance with Saudi regulations, including Saudi Labor Law and GOSI.
• Collaborate with QA/QC teams to verify the quality and specifications of procured items.
• Utilize procurement software to streamline processes and improve efficiency.
• Prepare and present regular procurement reports to senior management, highlighting key metrics and areas for improvement.
• Resolve disputes with suppliers or vendors in a timely and professional manner.
• Stay updated on market trends, pricing, and new suppliers to maintain a competitive edge.
