Job summary

Parsons Corporation seeks a Cost Planning Lead for Transport Hubs in Riyadh. You will lead cost strategy, estimating, and value management for multi-modal hub programs, coordinating with design and procurement teams on complex infrastructure projects.

Qualifications

• Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, Commercial Management, or related.
• Minimum 15 years of cost planning, cost estimating, or commercial management experience on major infrastructure.
• Significant experience with transport hubs and related assets.
• Proven leadership of cost planning from concept through delivery.
• Strong understanding of civil/rail infrastructure and utilities.

Responsibilities

• Set cost planning strategy, standards, methods, and governance for transport hub programs.
• Provide early strategic cost advice to support investment decisions and funding discussions.
• Lead development of benchmark cost databases and reference rates.
• Own preparation and sign-off of cost plans across project stages.
• Develop order-of-magnitude, elemental, and detailed cost models.
• Prepare cost plans for station/hub buildings, rail systems, roads, bridges and utilities.
• Ensure models are auditable, data-driven, and aligned with project maturity.
• Drive cost-conscious design with cross-functional teams.
• Manage design-to-budget processes and control scope creep.
• Facilitate value engineering and value management workshops.
• Lead cost risk analysis including quantitative methods.
• Define contingency strategies linked to risk and maturity.
• Promote whole-life costing and cost of ownership assessments.
• Maintain market intelligence on cost drivers and inflation.
• Support procurement/contracting strategies and bid reviews.
• Present cost plans and recommendations to steering committees.
