Job summary

Parsons in Riyadh, Saudi Arabia seeks a senior Procurement Lead for transport links to drive end-to-end sourcing strategy, tender management, and contract award across rail, highways, and logistics projects.

You will lead supplier engagement, governance, and cross-functional collaboration with legal, finance, and delivery teams to ensure compliant, high-value procurements and strong risk management.

Qualifications

• Bachelor's degree in Engineering, Quantity Surveying, Supply Chain Management, Business, Procurement, Commercial Management, or a related discipline.
• Minimum 15 years of procurement experience within transport, infrastructure, construction, or major capital programs.
• Proven track record leading procurement for large-scale transport projects such as inter-city rail, highways, or multimodal links.
• Extensive experience in end-to-end tendering, bidder evaluation, commercial negotiation, contract recommendation, and award processes for high-value packages.
• Strong understanding of procurement methodologies, contract forms, audit requirements, and governance.

Responsibilities

• Lead end-to-end procurement strategy and execution for regional transport links (rail, highways, bus corridors, logistics corridors).
• Develop category strategies for civil works, rail, road systems, and multidisciplinary services.
• Define tender milestones, approval routes, and sourcing priorities for multiple concurrent projects.
• Oversee tender documentation, clarifications, evaluations, negotiations, and award recommendations.
• Ensure processes are fair, transparent, auditable, and compliant with regulations and internal policies.
• Lead commercial negotiations to secure best value while protecting client interests.
