Job summary

Parsons in Saudi Arabia seeks a Senior Manager: Procurement to lead regional transport procurement strategies, market engagement, and tender management across multiple concurrent projects. You will define category strategies, develop governance frameworks, and collaborate with legal, finance, and project teams to deliver best-value contracts while ensuring regulatory compliance.

A track record of end-to-end tendering for high-value packages and building a qualified supplier base is essential.

Qualifications

• Bachelor’s degree in Engineering, Quantity Surveying, Supply Chain Management, Business, or related discipline.
• Minimum 15 years' experience in procurement within the transport or infrastructure sector.
• Proven track record leading procurement for large-scale transport projects such as inter-city or regional rail, highways, and multimodal corridors.
• Master's degree in Project Management, Infrastructure Management, or Supply Chain.
• Professional certification (e.g. CIPS, ISM, RICS) or similar.

Responsibilities

• Develop and implement procurement strategies for regional transport links, aligned with program objectives, funding mechanisms, and risk profile.
• Define category strategies for key packages, including civil works and structures, rail/road systems and equipment, transport buildings, depots and hubs, and professional services.
• Lead market engagement, prequalification, and bidder shortlisting for large, complex transport contracts.
• Oversee preparation of tender documents and manage the full tendering process from clarifications to award.
