Job summary

Qiddiya Investment Company seeks a Senior Specialist - External Programs & Policies Local Content to advance local content integration, supplier development, and compliance with government policies within our giga project aligned to Vision 2030.

You will lead local content strategy, monitor regulations, and collaborate with procurement and supply chain teams to embed targets; engage with government agencies and stakeholders to ensure compliant execution.

Qualifications

• Minimum 4 years of experience in local content management, policy implementation, or supplier development.
• Bachelor’s degree required; advanced degrees are advantageous.
• Certifications such as CIPS, CPSM, or CSCP are preferred but not mandatory.
• Strong understanding of Saudi Arabia local content policies and Vision 2030 initiatives.
• Ability to engage with diverse stakeholders and cross-functional teams.
• Excellent command of English; Arabic is a strong asset.

Responsibilities

• Local Content Strategy and Implementation: support development and deployment of strategies improving local content across projects; ensure compliance with regulations and mandates.
• Supplier Development and Engagement: design and execute programs to build local supplier capabilities and maintain relationships with suppliers and government bodies.
• Stakeholder Coordination and Compliance: coordinate audits and guide teams on local content requirements and best practices; liaise with government and regulatory bodies.

The Senior Specialist - External Programs amp Policies Local Content plays a key role in advancing the Company s commitment to local content integration supplier development and compliance with government policies

Key Responsibilities

• Local Content Strategy and Implementation Support the development and deployment of strategies aimed at enhancing local content across Qiddiya projects in alignment with PIF and national objectives Monitor and interpret local content regulations and government mandates to ensure full compliance Maintain documentation reporting and analysis related to local content performance and impact Collaborate closely with internal stakeholders including procurement and supply chain teams to embed local content targets into operational processes
• Supplier Development and Engagement Assist in the design and execution of programs that build capacity and capabilities within local supplier bases Establish and maintain relationships with local suppliers government agencies and other relevant bodies to foster supplier growth and compliance
• Stakeholder Coordination and Compliance Coordinate with internal teams to prepare for audits and ensure adherence to local content policies Serve as a liaison to external stakeholders including government officials and regulatory bodies Provide guidance and training to relevant teams on local content requirements and best practices

Minimum 4 years of relevant experience in local content management, policy implementation, or supplier development, ideally within large-scale projects such as construction, infrastructure, or urban development.

Bachelor s degree required; advanced degrees such as MBA or Master s in Public Policy, Business Administration, or Supply Chain Management are advantageous.

Certifications such as CIPS, CPSM, or CSCP are preferred but not mandatory.

Strong understanding of Saudi Arabia s local content policies, government regulations, and Vision 2030 initiatives.

Proven ability to engage and collaborate effectively with diverse stakeholders and cross-functional teams.

Excellent command of English; proficiency in Arabic is a strong asset.

Prior experience working within the Saudi Arabian business environment is highly desirable.
