The role will provide independent oversight across a portfolio of Design-Build packages, ensuring that strategic, technical, contractual, commercial, schedule, financial, and stakeholder risks are identified early, quantified where appropriate, assigned to accountable owners, and managed through effective mitigation. Particular emphasis will be placed on translating risk information into practical decisions affecting contingency, procurement, claims exposure, schedule resilience, and program priorities.

Key Responsibilities
  • Lead program-wide risk governance within the client-side PMO and establish consistent standards, procedures, and reporting requirements.
  • Maintain integrated program risk registers covering strategic, technical, commercial, contractual, financial, operational, schedule, and stakeholder exposures.
  • Define risk categories, scoring methodologies, escalation thresholds, review cycles, and accountability requirements.
  • Provide independent risk oversight across multiple Design-Build contracts and infrastructure packages.
  • Integrate risk reporting with cost planning, budget management, cash flow forecasting, schedule controls, and executive performance reporting.
  • Develop risk-adjusted forecasts that demonstrate potential impacts on cost, schedule, contingency, and program outcomes.
  • Lead qualitative and quantitative risk assessments for major project and program exposures.
  • Conduct structured risk workshops with project teams, contractors, consultants, delivery partners, and Client representatives.
  • Establish early-warning indicators for emerging risks and deteriorating project conditions.
  • Develop mitigation plans, contingency strategies, and management actions proportionate to identified exposure.
  • Monitor risk treatment effectiveness and escalated unresolved or increasing risks to senior Client leadership.
  • Review risk implications associated with changes, variations, claims, delays, and potential disputes.
  • Provide client-side recommendations on major risk events and support negotiations where technical, commercial, or contractual exposure is significant.
  • Advise on contract risk allocation under FIDIC, NEC, bespoke, and other applicable contractual frameworks.
  • Assess contractual obligations and identify areas where risk transfer, retained exposure, or unclear allocation could affect the Client.
  • Support commercial and contracts teams with risk-based input into claims, entitlement, variation, and dispute assessments.
  • Maintain visibility of potential claims exposure and significant contractual events across the program.
  • Support program and project budgeting by identifying appropriate risk allowances and contingency requirements.
  • Monitor risk-related cost and schedule drivers that could result in overruns or milestone slippage.
  • Coordinate with Project Controls teams to ensure major risks are reflected in schedule and cost forecasting.
  • Use Primavera P6 and relevant risk analysis tools to evaluate schedule exposure and key delivery sensitivities.
  • Support quantitative schedule and cost risk modeling where required.
  • Prepare executive risk dashboards, heat maps, trend reports, forecasts, and assurance summaries.
  • Present major exposures, mitigation effectiveness, emerging trends, and recommended decisions to governance boards and senior Client management.
  • Ensure risk reporting is accurate, concise, traceable, and aligned with PMO governance requirements.
  • Establish consistent risk reporting across delivery partners, contractors, and consultants.
  • Coordinate with Procurement teams to embed risk considerations into procurement strategies, tender documents, evaluation criteria, and contracting decisions.
  • Review procurement risks associated with market capacity, long-lead items, contractor capability, commercial terms, and supply chain dependencies.
  • Maintain strong working relationships with consultants, contractors, suppliers, and other program stakeholders to improve early visibility of developing risks.
  • Represent the client-side PMO in risk discussions, technical reviews, commercial forums, and stakeholder negotiations.
  • Integrate regulatory, legal, compliance, and KSA-specific requirements into the program risk framework.
  • Monitor compliance risks associated with contractual commitments, statutory obligations, and governance procedures.
  • Provide strategic advice to senior stakeholders where risk exposure requires changes to delivery strategy, sequencing, commercial approach, or contingency.
  • Lead and mentor Risk Analysts, Project Controls professionals, and Commercial Specialists involved in program risk management.

Ideal Profile
  • Bachelor 's degree in Civil Engineering, Construction Management, Risk Management, Quantity Surveying, or a related discipline.
