Role Context Major roads and structural programs involve interconnected risks across alignments, interfaces, ground conditions, utilities, permits, contractors, stakeholders, and delivery packages. The Risk Manager will create a consistent framework for identifying these exposures, quantifying their potential effects, assigning ownership, and monitoring mitigation. Reliable risk information will support funding decisions, contingency planning, contractual strategy, construction sequencing, and milestone forecasting. By integrating risk with project controls and governance, the manager will help protect safety, budget, schedule, quality, and long-term asset performance.
Key Responsibilities
- Develop and maintain a comprehensive risk-management framework aligned with project governance, corporate requirements, and international practices.
- Establish policies, procedures, tools, and reporting standards for roads, civil works, and structural packages.
- Define risk categories covering technical, construction, geotechnical, interface, regulatory, environmental, HSE, commercial, contractual, stakeholder, and schedule exposures.
- Integrate risk management throughout concept development, design, procurement, construction, testing, commissioning, handover, and operational readiness.
- Lead recurring risk-identification workshops with designers, engineers, construction managers, planners, HSE teams, procurement specialists, commercial teams, and operators.
- Assess risks involving highway alignments, interchanges, road networks, and connections with existing infrastructure.
- Evaluate exposures associated with bridges, viaducts, tunnels, retaining walls, culverts, foundations, and other major structures.
- Identify geotechnical risks arising from ground conditions, subsurface uncertainty, and ground-improvement requirements.
- Review risks associated with utility diversions, third-party assets, corridor constraints, and adjacent developments.
- Support risk reviews covering constructability, logistics, traffic management, temporary works, and construction staging.
- Conduct qualitative assessments using approved likelihood and impact criteria.
- Measure potential consequences across cost, schedule, safety, quality, reputation, performance, and the environment.
- Develop quantitative models for cost-risk analysis, contingency assessment, and schedule-risk analysis.
- Apply Monte Carlo simulation and other probabilistic methods where required.
- Coordinate with planning and cost-control teams to integrate risk information into Primavera P6 schedules, cost estimates, and budget baselines.
- Produce risk-adjusted forecasts, contingency recommendations, and probabilistic completion dates.
- Develop mitigation strategies involving design optimization, alternative technical solutions, and revised construction methods.
- Coordinate risk responses involving ground investigations, advanced geotechnical analysis, HSE measures, traffic management, and construction staging.
- Support appropriate contractual and commercial risk allocation with contractors, consultants, and suppliers.
- Monitor mitigation implementation, measure effectiveness, and update residual-risk ratings.
- Promote proportionate risk-reward decisions that remain cost-effective and aligned with project objectives.
- Own and maintain the master risk register for road, civil, and structural works.
- Ensure consistent risk descriptions, ownership, scoring, status reporting, and action tracking across project packages.
- Develop templates and guidance for package-level risk registers.
- Produce risk dashboards and reports for executive management, steering committees, lenders, sponsors, technical teams, and delivery stakeholders.
- Highlight emerging threats, cumulative exposure, changing trends, and early-warning indicators.
- Coordinate interface-risk assessments between roads, civil works, structures, adjacent developments, and existing infrastructure.
- Engage government agencies, regulators, utility owners, municipalities, landowners, and communities on permitting, regulatory, and social risks.
- Support land-acquisition, right-of-way, and permitting teams with risk analysis and mitigation planning.
- Maintain compliance with project risk plans, internal policies, governance requirements, and applicable standards.
- Support internal and external audits covering risk management and project assurance.
- Participate in design reviews, constructability assessments, and safety-in-design sessions.
- Train and coach project teams in risk tools, techniques, responsibilities, and reporting practices.
- Facilitate lessons-learned reviews and incorporate findings into future assessments.
- Improve risk processes using performance data, stakeholder feedback, and industry developments.
Ideal Profile
- Bachelor 's degree in Civil Engineering, Structural Engineering, Construction Management, Risk Management, or a related discipline.
- Master 's degree in Engineering, Project Management, or Risk Management is preferred.
- Minimum ten years of experience in risk management, project controls, or engineering roles.
- Proven involvement in large-scale road, highway, civil, or structural infrastructure projects.
- Experience managing risks involving bridges, tunnels, viaducts, foundations, and major retaining structures.
- Exposure to multi-package mega projects with significant budgets and complex stakeholder environments.
- Strong understanding of recognized risk-management frameworks.
- Knowledge of road and heavy-civil construction techniques.
- Familiarity with structural engineering principles and geotechnical considerations.
- Sound knowledge of cost, schedule, change, contract, and project-controls processes.
