Senior Parking Engineer – Smart Mobility in Riyadh, Saudi Arabia is a senior Civil Engineering opportunity focused on intelligent parking systems, traffic circulation, mobility operations, EV infrastructure, and parking asset performance within a major giga-project. Parsons is hiring a Saudi National engineer to lead the technical and operational performance of a city-wide smart parking ecosystem, using integrated technology, real-time data, lifecycle planning, and multidisciplinary coordination to improve parking availability, vehicle movement, safety, and customer experience.

Role Context

The Senior Parking Engineer will connect parking engineering, smart mobility technology, traffic operations, and asset management across a complex city environment. The role covers parking structures, surface facilities, automated equipment, access systems, digital guidance, EV charging infrastructure, traffic interfaces, and supporting civil assets. Real-time occupancy and vehicle movement data will be used alongside asset inspections and maintenance information to improve capacity utilization, reduce congestion, anticipate operational constraints, and maintain reliable parking services. The engineer will also play an important role during major events and peak-demand periods, when coordinated ingress, egress, queuing, traffic circulation, and multimodal connections become critical to city operations.

Key Responsibilities
  • Lead day-to-day technical oversight of city-wide parking facilities, systems, equipment, and associated mobility infrastructure.
  • Operate and optimize Parking Guidance Systems and intelligent parking platforms using real-time occupancy and vehicle movement information.
  • Monitor License Plate Recognition and ANPR cameras, automated barriers, access controls, payment systems, parking sensors, and related equipment.
  • Coordinate integration between parking technology, central City Operations platforms, traffic management systems, mobility applications, and supporting digital infrastructure.
  • Monitor EV charging infrastructure and coordinate technical and operational requirements affecting charging availability.
  • Analyze occupancy, dwell times, vehicle movements, utilization levels, traffic patterns, and parking demand to identify operational constraints.
  • Improve vehicle distribution between parking facilities to balance capacity and reduce unnecessary circulation and congestion.
  • Adjust Variable Message Signs, digital displays, wayfinding systems, and real-time parking guidance according to operational conditions.
  • Develop vehicle circulation strategies covering ingress, egress, queuing, internal movement, and parking allocation.
  • Coordinate parking and traffic plans for concerts, sporting events, festivals, entertainment activities, and other periods of exceptional demand.
  • Work with Traffic Management, Security, Mobility, Venue Operations, public transport, and emergency teams on integrated event transportation plans.
  • Assess relationships between parking facilities, pedestrian routes, shuttle services, taxis, ride-hailing operations, and public transport.
  • Plan parking operations for peak periods, emergencies, incidents, and high-volume visitor movements.
  • Coordinate preventive and corrective maintenance for barriers, payment equipment, parking systems, automated car lifts, sensors, and mechanical assets.
  • Conduct technical, functional, structural, and operational inspections of parking structures and surface facilities.
  • Review pavement condition, road markings, lane layouts, signage, wheel stops, safety barriers, pedestrian routes, and other supporting civil infrastructure.
  • Identify defects, system failures, safety concerns, and asset reliability risks and coordinate timely corrective measures.
  • Track asset condition, maintenance history, reliability, and replacement requirements to support lifecycle planning.
  • Monitor contractors and technology vendors against approved SLAs, KPIs, response times, safety requirements, and maintenance standards.
  • Use parking utilization data to assess capacity thresholds, peak demand patterns, operational performance, and future requirements.
  • Develop performance indicators covering occupancy, availability, system uptime, maintenance, incidents, customer flow, and asset reliability.
  • Provide parking analytics and operational information to centralized City Operations systems for integrated decision-making.
  • Maintain accurate inspection records, asset registers, maintenance histories, incident logs, performance information, and operational reports.
  • Prepare technical assessments, dashboards, management presentations, and recommendations for parking and mobility improvements.
  • Benchmark performance against established international smart parking and mobility practices.
  • Identify practical opportunities to enhance parking technology, sustainability, operational efficiency, customer experience, and asset performance.
  • Support incident response, emergency management, operational recovery, and business continuity affecting parking facilities.
  • Coordinate closely with Asset Management, Facilities Management, ICT, Traffic Management, Security, contractors, consultants, and technology providers.
Ideal Profile

The position requires a Saudi National with a bachelor 's degree in Civil Engineering, Traffic Engineering, Transportation Engineering, or a related technical discipline and active membership or registration with the Saudi Council of Engineers. Candidates should have at least 10 years of experience across parking engineering, traffic management, transportation operations, mobility, or related infrastructure operations. At least two years should involve a giga-project, smart city, airport, major destination, or similarly complex operating environment. Strong technical familiarity with Parking Guidance Systems, LPR and ANPR technology, automated barriers, access control, digital payment platforms, parking sensors, occupancy monitoring, Variable Message Signs, digital wayfinding, and EV charging infrastructure is important. The engineer should understand parking demand, capacity management, traffic circulation, ingress and egress, queuing, event transportation, pedestrian safety, and multimodal mobility interfaces. Practical experience coordinating preventive and corrective maintenance and assessing parking asset condition and lifecycle requirements is also expected. Experience with traffic simulation platforms such as VISSIM or Aimsun, GIS applications, CMMS, asset management systems, and digital reporting tools will strengthen suitability. Exposure to Integrated Operations Centers, smart-city platforms, automated parking systems, parking revenue technologies, and EV charging networks is particularly valuable. The position requires confident decision-making under high-demand operating conditions together with strong coordination skills for working with clients, authorities, contractors, vendors, security teams, and multidisciplinary operational stakeholders.
