Job summary

Parsons is seeking a Senior Quantity Surveyor (MEP) to join our team in the Middle East. The role focuses on commercial and contractual advisory services, with emphasis on post-contract claims management, quantum analysis, and EOT assessments.

You will manage multi-disciplinary interfaces across civil, structural, architectural, transport, and MEP works, ensuring accurate cost and delay assessments and robust commercial strategies.

Qualifications

• Bachelor degree in Engineering or a relevant field.
• Professional qualification in Quantity Surveying (ideally RICS).
• Knowledge of international forms of contract, especially FIDIC/CESSM3.
• Over 10 years of post-contract experience managing claims, payments, variations and claims on major infrastructure projects.

Responsibilities

• Advise on contractual entitlement, risk allocation, and interpretation of contract provisions under FIDIC and similar forms of contract.
• Assess, prepare, and respond to claims submissions with narratives and documentation.
• Maintain and manage a comprehensive claims register with milestones and outcomes.
• Draft clear contractual correspondence including notices, responses, and determinations.
• Identify and evaluate interface risks across civil, structural, architectural, transport and MEP packages.
• Develop claims defense strategies and support negotiations, settlements, and dispute resolution proceedings.
• Perform forensic quantum analysis covering cost evaluation, prolongation, disruption, and related impacts.
• Validate contractor submissions against measured works, procurement data, and subcontractor accounts.
• Prepare independent, evidence-based quantum reports suitable for formal dispute resolution.
• Undertaking detailed EOT assessments including critical path analysis and delay substantiation.
• Review delay analyses for concurrency and mitigation with planners.
• Provide delay assessments aligned with cost implications.
• Deliver strategic commercial advice to mitigate risks and optimize outcomes.
• Conduct contract audits and commercial reviews across work packages.
• Support dispute avoidance initiatives and early-stage resolution strategies.
• Assist in expert reports and provide input to legal teams and experts.
• Compile and analyse project records, progress data, and technical documentation.
• Prepare and manage cost estimates, cost plans, and revisions per design changes.
• Establish cost control, forecasting, and reporting systems.
• Develop and maintain cost databases and benchmark rates.
• Assess value of completed works and administer interim payments and certification.
• Review variations in line with contractual and commercial requirements.
• Liaise with clients, consultants, contractors, and subcontractors on commercial matters.
• Negotiate and agree final accounts with fair outcomes.
