Job summary

Dar Al Riyadh Group is seeking a senior safety, security and environmental professional to monitor and strengthen industrial-safety, fire-protection and security across dam facilities in Saudi Arabia. The role requires hands-on inspections, incident investigations and coordination with contractors and government stakeholders.

Qualifications

  • Bachelor's degree in Safety Engineering, Fire Protection Engineering or an equivalent relevant discipline.
  • Minimum 16 years of professional experience in safety, industrial security and environmental work.
  • Previous experience working at dam facilities is required.
  • Comprehensive knowledge of High Commission for Industrial Security requirements.
  • Demonstrated experience inspecting safety equipment, firefighting systems and emergency arrangements.
  • Strong knowledge of permit-to-work, isolation and high-risk activity controls.
  • Experience reviewing contractor safety plans, risk assessments and emergency procedures.

Responsibilities

  • Monitor industrial security, occupational safety and emergency-preparedness activities across assigned dam facilities.
  • Conduct routine and unannounced inspections of work areas, equipment, facilities and contractor activities.
  • Identify unsafe acts, unsafe conditions, security weaknesses and non-compliance.
  • Record findings, issue periodic observations and recommend corrective and preventive actions.
  • Monitor corrective actions through to verified closure.
  • Review contractors’ safety and security plans, procedures, risk assessments and method statements.
  • Verify implementation of approved permit-to-work, lockout/tagout and safe-isolation procedures.
  • Monitor high-risk activities, including working at height, lifting, confined-space entry, excavation, hot work, electrical work and activities near water.
  • Inspect fire detection, fire alarm, firefighting, suppression and emergency-response systems.
  • Inspect emergency exits, evacuation routes, assembly points, signage and life-safety equipment.
  • Verify the availability, condition, inspection and certification of safety equipment.
  • Review emergency preparedness for fires, flooding, equipment failures, security incidents and other abnormal events.
  • Participate in emergency drills, evacuation exercises and incident-response simulations.
  • Evaluate physical-security arrangements, including access control, perimeter protection, CCTV, communications and security lighting.
  • Coordinate with security personnel to maintain controlled access to critical assets and restricted areas.
  • Ensure that industrial security and safety requirements are included in project scopes, tender documents and O&M contracts.
  • Review technical specifications for safety, security, fire-protection and emergency systems.
  • Monitor contractors’ implementation of contractual security and safety requirements.
  • Evaluate contractor safety staffing, training, competency and site-mobilization arrangements.
  • Monitor contractor performance against safety KPIs, service requirements and approved plans.
  • Participate in contractor coordination and performance-review meetings.
  • Lead or support investigations into incidents, near misses, fires, equipment damage and security events.
  • Conduct root-cause analyses and recommend measures to prevent recurrence.
  • Monitor environmental conditions that may affect workforce safety or emergency response.
  • Coordinate with environmental teams on hazardous materials, spills, waste and pollution-related risks.
  • Develop safety, industrial-security and emergency-awareness programs.
  • Prepare and deliver induction sessions, toolbox-talk materials, workshops and awareness campaigns.
  • Identify training needs and assess the effectiveness of completed programs.
  • Maintain registers for inspections, incidents, corrective actions, fire equipment, drills and training.
  • Collect and analyze safety and security performance data.
  • Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
  • Present significant risks, incidents, compliance gaps and recommendations to management.
  • Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.
  • Attend meetings, inspections and site visits anywhere in Saudi Arabia as required.
  • Comply with Saudi laws, applicable codes, Client procedures, quality requirements and occupational health and safety obligations.
