Job summary

DAR AL RIYADH is seeking a Proposal Specialist to lead the full RFP, RFQ and tender process from opportunity review to submission and handover. You will coordinate inputs from technical, legal, finance, HR, procurement, and operations to deliver compliant, persuasive proposals on time.

Responsibilities include developing proposal content, executive summaries, credentials and CVs, ensuring document control and confidentiality, and supporting post-submission clarifications and handover to delivery

Qualifications

• Bachelor degree in engineering required.
• Experience in bids, tenders, or proposal management.
• Strong understanding of procurement processes.
• Excellent written and spoken English; Arabic an advantage.

Responsibilities

• Manage end-to-end RFP, RFQ, and tender submissions.
• Review RFP documents and prepare compliance matrices and schedules.
• Coordinate inputs from technical, legal, finance, HR, procurement, and operations.
• Develop and edit proposal content ensuring client alignment.
• Prepare executive summaries, credentials, project references, and CVs.
• Ensure all forms, declarations, certificates, and supporting documents are complete and compliant.
• Track clarifications, addenda, assumptions, exclusions, risks and contractual requirements.
• Maintain document control, version control, approvals and confidentiality.
• Coordinate responses to post-submission clarifications and presentations.
• Support contract award handover to project delivery and operations teams.
• Maintain the proposal library, templates, credentials, CV database, lessons learned and bid records.

Key Responsibilities

• Manage end-to-end RFP RFQ and tender submissions
• Review RFP documents and prepare compliance matrices submission schedules and responsibility trackers
• Coordinate inputs from technical legal finance HR procurement and operation
• Develop and edit technical proposal content ensuring consistency and alignment with client requirements
• Prepare executive summaries company credentials project references methodologies organizational charts CVs and other submission documents
• Ensure all mandatory forms declarations certificates and supporting documents are complete and compliant
• Track clarifications addenda assumptions exclusions risks and contractual requirements
• Maintain document control version control approvals and confidentiality throughout the bid process
• Coordinate responses to post-submission clarifications presentations
• Support contract award handover to project delivery and operations teams
• Maintain the proposal library templates credentials CV database lessons learned and bid records

Bachelor s degree in engineering.Minimum 7 years of experience in bids, tenders, or proposal management.Proven experience managing complex PIF and giga-projects RFPs from receipt through final submission.Experience in engineering consultancy, architecture, infrastructure, construction, project management consultancy, or a related professional-services environment is preferred.Strong understanding of technical and proposal structures and procurement processes.Experience coordinating multidisciplinary stakeholders.Advanced Microsoft Word, Excel, and PowerPoint skillsKnowledge of Adobe Acrobat and proposal collaboration platformsExcellent written and spoken English; Arabic is an advantageStrong attention to detail and ability to manage multiple deadlines
