Job summary

BEC Arabia is seeking an experienced Technical Project Manager to lead large-scale construction and infrastructure projects in Khobar, aligned with Saudi Vision 2030 goals.

You will oversee planning, execution, and delivery, coordinating with engineers, architects, and contractors while integrating Primavera P6, BIM, and other digital tools to maximize efficiency and quality. Office-based role with onsite visits and travel as needed.

Qualifications

• Bachelor's degree in Civil Engineering or related field.
• Minimum of 10 years of project management experience in construction/infrastructure.
• Professional certification such as PMP or PRINCE2.
• Proficiency with Primavera P6, Microsoft Project, and AutoCAD Civil 3D.
• Familiarity with SBC and SCE registration.
• Strong knowledge of ISO 45001 and ISO 9001 quality systems.

Responsibilities

• Lead end-to-end management of construction and infrastructure projects from initiation to closeout.
• Develop detailed project plans, schedules, and budgets using Primavera P6 and MS Project.
• Coordinate with clients, contractors, and regulators to ensure seamless execution.
• Monitor project performance with KPIs and implement corrective actions.
• Ensure compliance with SBC, SBC/GOSI, and SCE requirements.
• Oversee risk management and mitigation strategies.
• Implement BIM and digital tools to enhance efficiency and sustainability.
• Prepare and present progress reports and dashboards to senior management.
• Promote safety per ISO 45001 standards on-site and in processes.
• Manage procurement and vendor negotiations for cost-effective solutions.
• Support professional development of team members through mentorship.

Key Responsibilities

• Lead the end-to-end management of construction and infrastructure projects from initiation to closeout ensuring alignment with project objectives and timelines
• Develop detailed project plans schedules and budgets using advanced tools such as Primavera P6 and Microsoft Project
• Coordinate with internal teams and external stakeholders including clients contractors and regulatory bodies to ensure seamless project execution
• Monitor project performance using KPIs and implement corrective actions to address deviations from plans
• Ensure compliance with all relevant regulations including Saudi Building Code SBC GOSI and Saudi Council of Engineers SCE requirements
• Oversee risk management processes identifying potential issues and developing mitigation strategies
• Implement digital construction technologies including BIM to enhance project efficiency and sustainability
• Prepare and present progress reports dashboards and documentation to senior management and clients
• Foster a culture of safety by adhering to ISO 45001 standards and promoting best practices on-site
• Manage procurement processes including vendor selection and contract negotiations to ensure cost-effective solutions
• Support the professional development of team members through mentorship and training initiatives

Working Conditions

This role is office-based in Khobar with regular visits to construction sites Frequent interaction with multidisciplinary teams and external stakeholders Occasional travel within Saudi Arabia to oversee project sites and attend client meetings Personal Protective Equipment PPE is required during site visits Exposure to outdoor conditions including high temperatures during site inspections

Preferred Qualifications

Master's degree in Construction Management, Business Administration, or a related field. Experience with Saudi Vision 2030 projects or similar giga-projects. Certification in BIM (Building Information Modeling) or LEED (Leadership in Energy and Environmental Design). Knowledge of advanced risk management tools and methodologies. Experience working with ARAMCO-approved vendor standards. Fluency in both English and Arabic.
