Job summary

Responsibilities

  • Lead the planning, execution, delivery, handover of major infrastructure projects.
  • Develop execution strategies, plans, milestones, and governance.

Key Responsibilities
  • Lead the planning, execution, delivery, handover, and close‑out of major infrastructure projects from concept stage through final acceptance.
  • Develop project execution strategies, implementation plans, delivery milestones, stage‑gate requirements, and governance arrangements.
  • Establish clear project roles, responsibilities, communication protocols, reporting structures, and decision‑making processes.
  • Provide leadership to multidisciplinary teams and align project contributors with scope, schedule, budget, quality, safety, and client objectives.
  • Develop and manage the integrated Project Management Plan covering scope, schedule, cost, quality, risk, procurement, communications, construction, and handover.
  • Work with planning and project controls teams to establish baseline programmes, budgets, performance metrics, and progress measurement processes.
  • Monitor schedule and cost performance, identify early variances, and drive corrective or recovery actions to protect delivery targets.
  • Manage scope changes and variations through formal change control, ensuring impacts are properly assessed, documented, approved, and communicated.
  • Coordinate with design managers and consultants to ensure design deliverables are timely, coordinated, buildable, and aligned with procurement and construction needs.
  • Ensure designs support project requirements, constructability, maintainability, HSE‑by‑design principles, and long‑term operational performance.
  • Lead interface management across roads, civil works, bridges, structures, utilities, MEP systems, traffic, drainage, and environmental disciplines.
  • Oversee the resolution of key technical issues and ensure lessons learned are captured and applied to future project decisions.
  • Support procurement strategies for major packages including civil works, structures, utilities, drainage, roads, bridges, and specialist systems.
  • Work with commercial and procurement teams to prepare tender documentation, evaluate bids, support negotiations, and recommend contract awards.
  • Manage contractor performance against contract requirements, including progress, quality, HSE performance, documentation, coordination, and commercial obligations.
  • Review and recommend approval of major contract changes, claims, payment matters, and final accounts in coordination with the commercial team.
  • Oversee site execution of infrastructure works, ensuring compliance with approved designs, specifications, permits, quality plans, and HSE standards.
  • Coordinate construction sequencing, site access, traffic management, logistics, temporary works, and interface planning to reduce disruption and clashes.
  • Ensure testing and commissioning plans are prepared and implemented for relevant infrastructure systems such as utilities, ITS, lighting, pump stations, and related assets.
  • Lead project handover processes including punch lists, as‑built documentation, operation and maintenance manuals, training records, certifications, and end‑user acceptance.
  • Promote and enforce a strong HSE culture across project teams, contractors, consultants, and site personnel.
  • Ensure project‑specific HSE plans, method statements, risk assessments, permits, and critical controls are prepared, approved, and implemented effectively.
  • Oversee quality plans, inspection and test plans, QA/QC processes, inspection records, nonconformance closure, and acceptance documentation.
  • Ensure compliance with applicable codes, standards, utility requirements, statutory approvals, permit conditions, and client procedures.
  • Establish and maintain project risk and issue registers, leading risk identification, assessment, mitigation planning, contingency planning, and escalation.
  • Escalate critical risks and issues with clear analysis, recommended actions, and practical recovery options.
  • Act as the primary project contact for clients, authorities, utility owners, contractors, consultants, and key stakeholders.
  • Manage stakeholder expectations through transparent communication, regular reporting, timely issue resolution, and practical coordination of community or traffic impacts.
  • Provide regular project status reports covering schedule, cost, risk, HSE, quality, procurement, construction progress, decisions, and key actions.
  • Define and track KPIs such as schedule performance, cost performance, change volume, HSE metrics, defects, rework, and stakeholder satisfaction.
  • Lead monthly progress meetings, steering committees, executive reviews, technical coordination meetings, and project performance discussions.
  • Drive continuous improvement by capturing lessons learned and applying improvements to project delivery methods, governance, reporting, and team coordination.
  • Lead and mentor project engineers, coordinators, planners, HSE staff, quality specialists, commercial staff, and multidisciplinary project team members.
  • Allocate resources effectively and maintain clear accountability across internal teams, consultants, contractors, and delivery partners.
  • Foster a collaborative and solution‑focused culture across design, construction, commercial, client, and stakeholder teams.
Ideal Profile
  • Bachelor's degree in Civil Engineering, Construction Management, or a related engineering discipline.
  • Senior‑level progressive project management experience on major infrastructure projects such as roads, highways, bridges, utilities, drainage networks, structures, or large‑scale civil works.
  • Demonstrated experience delivering multidisciplinary projects from initiation through design, procurement, construction, commissioning, handover, and close‑out.
  • Experience working in a client, consultant, or Tier1 contractor environment is preferred.
  • Strong project management capability across scope, schedule, cost, quality, risk, stakeholder management, procurement, and change control.
  • Solid understanding of core infrastructure disciplines including roads, civil works, structures, drainage, utilities, MEP interfaces, traffic management, and environmental coordination.
  • Experience coordinating design consultants, contractors, project controls teams, commercial teams, HSE teams, authorities, and utility stakeholders.
  • Familiarity with FIDIC or similar standard forms of contract and their commercial, time‑related, claims, and change management provisions.
  • Master's degree in Project Management, Engineering, Business, or a related discipline is preferred.
  • Professional project management certification such as PMP or equivalent is desirable.
  • Chartered or Professional Engineer status is an advantage.
  • Skilled in managing construction sequencing, logistics, access constraints, community impacts, authority approvals, and utility interfaces.
  • Proficient with project management and planning tools such as Primavera P6, MS Project, and Microsoft Office.
  • Excellent leadership, team management, stakeholder management, negotiation, and conflict‑resolution skills.
  • Strong written and verbal communication skills, including report writing, executive updates, presentations, and client‑facing communication.
  • Able to make sound decisions under pressure while managing competing priorities, complex risks, and demanding project timelines.
