Project Director, based in the ,Yanbu/Umluj,Saudi Arabia.

Description:

Lead the delivery of facilities management consultancy projects, ensuring compliance with contractual obligations, client expectations and applicable

standards. Act as a trusted adviser to clients, oversee FM service provider performance, lead multidisciplinary consultancy teams, and drive operational

improvement, asset performance and financial results.

Key Responsibility:
PROJECT LEADERSHIP AND DELIVERY
  • Direct FM consultancy projects, ensuring services meet the agreed scope, quality standards, budgets and delivery timelines.
  • Develop project delivery plans, allocate resources, assign responsibilities and monitor progress against milestones.
  • Ensure compliance with applicable regulations, safety requirements and relevant standards and guidance, including SFG20, NFPA, the Saudi
  • Building Code (SBC), ASHRAE, CIBSE and BICSc.
  • Identify project risks, implement mitigation measures and ensure timely resolution of issues.
  • Provide management and clients with regular reports on project performance, deliverables, risks and corrective actions.
CLIENT AND STAKEHOLDER MANAGEMENT
  • Serve as the primary senior point of contact for clients, FM service providers and internal stakeholders.
  • Build strong client relationships, understand their operational priorities and provide practical, tailored recommendations.
  • Act as a trusted adviser on facility operations, asset management, service quality and long-term improvement planning.
  • Lead performance review meetings and ensure stakeholder decisions and agreed actions are documented and followed through.
FM SERVICE PROVIDER OVERSIGHT
  • Oversee FM service providers on behalf of clients, ensuring compliance with contractual requirements, service level agreements and key
  • performance indicators.
  • Lead performance evaluations, compliance gap analyses, technical reviews and monitoring of operation and maintenance activities.
  • Review maintenance strategies, staffing arrangements, service delivery plans and cost-control measures.
  • Provide technical direction and monitor corrective actions to address performance gaps and improve service delivery.
  • Promote proactive maintenance, innovation and continuous improvement across hard and soft FM services.
ASSET MANAGEMENT AND TECHNICAL ADVISORY
  • Lead asset condition surveys and assessments to identify defects, maintenance requirements, replacement priorities and estimated replacement
  • costs. Oversee the preparation of asset replacement plans, technical specifications and associated tender documents.
  • Support clients with design and technical document reviews, installation inspections, testing and commissioning witnessing, and asset handover.
  • Review asset information, O&M manuals and handover documentation for completeness and alignment with client requirements.
  • Develop FM strategies that improve asset reliability, lifecycle value, sustainability and operational efficiency.
TENDERING AND MOBILISATION
  • Lead the preparation of requests for proposals (RFPs), scopes of work, service specifications, performance requirements and evaluation criteria.
  • Oversee technical and commercial evaluations of FM service provider and specialist contractor submissions.
  • Support clients throughout tender clarification, evaluation and appointment processes.
  • Oversee FM service provider mobilization, including readiness reviews, resource deployment and transition arrangements.
GOVERNANCE QUALITY AND TEAM DEVELOPMENT
  • Lead and mentor multidisciplinary FM consultancy teams, setting clear objectives and accountability.
  • Oversee the development of client-specific FM policies, procedures, inspection checklists, reporting templates and other required documentation.
  • Ensure the quality, consistency and timely submission of consultancy deliverables.
  • Identify training needs and coordinate development programmes for consultancy teams and, where required, client and service provider
  • personnel. Promote a culture of safety, collaboration, professional integrity and service excellence.
FINANCIAL AND COMMERCIAL MANAGEMENT
  • Manage the profit and loss (P&L) performance of assigned FMC projects and contribute to company financial objectives.
  • Prepare and control project budgets, monitor expenditure and forecasts, and implement measures to protect profitability.
  • Optimize resource deployment and identify cost efficiencies while maintaining contractual compliance and service quality.
  • Monitor scope changes and their commercial implications, ensuring appropriate documentation and approvals.
EXPERIENCE
  • A minimum of 15 years of relevant experience in facilities management, consultancy or related operations.
  • At least 5 years of experience in client-side FM consultancy or managing agent roles.
  • Proven experience managing large-scale, high-profile or VVIP facilities within government or corporate environments.
  • Demonstrated experience leading multidisciplinary teams and overseeing FM service providers.
  • Strong experience in asset condition assessments, FM tendering, mobilization, performance management and technical advisory services.
  • Proven capability in project budgeting, cost control and P&L management.
EDUCATION & CERTIFICATION
  • Bachelor's degree in electrical engineering, Mechanical Engineering, Facilities Management or a related discipline.
  • Certified Facility Manager (CFM) or Facility Management Professional (FMP).
  • Project Management Professional (PMP) or PRINCE2.
  • LEED Accredited Professional (LEED AP) or Certified Energy Manager (CEM).
  • Relevant BICSc qualifications.
  • NEBOSH International General Certificate or relevant OSHA training.
  • Master of Business Administration (MBA) is an advantage.
