Job summary

Dar Al Riyadh Group is seeking an experienced Asset & Facilities Management professional in the Eastern Province to lead asset strategies, reviews, and maintenance frameworks. You will evaluate O&M portfolios, supervise maintenance programs, and drive contractor performance while coordinating with municipal stakeholders.

The role requires a bachelor’s in engineering and 10+ years of related experience, with hands-on CMMS/CAFM and ERP knowledge. Arabic and English reporting will be essential.

Qualifications

• Bachelor's degree in Civil, Architectural, Electrical or Mechanical Engineering (or equivalent).
• 10+ years in assets and facilities management.
• Experience managing or advising on O&M portfolios.
• Experience with CMMS/CAFM or ERP asset modules.

Responsibilities

• Assess assets and facilities practices; identify gaps and improve plans.
• Develop asset management strategies, policies, and maintenance frameworks.
• Review asset registers, classifications, and criticality for decisions.
• Assess O&M portfolios including maintenance plans and contractor performance.
• Review maintenance programs to improve reliability, availability, and continuity.
• Evaluate O&M contractors against SLAs, KPIs, and HSE requirements.
• Conduct site inspections and document findings; monitor corrective actions.
• Prepare O&M scopes of work, technical specs, tenders, and evaluation criteria.
• Review maintenance expenditure and asset renewal priorities for budgeting.
• Support CMMS/CAFM implementations and ERP modules.
• Review data quality and develop dashboards and reports.
• Coordinate with stakeholders to resolve issues.
• Develop risk-based asset replacement and service improvement recommendations.
• Support knowledge transfer and prepare reports in Arabic and English.

Job description

Responsibilities

• Assess existing assets and facilities management practices identify gaps and develop practical improvement plans
• Develop and enhance asset management strategies policies procedures and maintenance frameworks
• Review asset registers asset classifications condition assessments and criticality ratings to support maintenance and investment decisions
• Assess O amp M portfolios including maintenance plans service coverage resource allocation and contractor performance
• Review preventive and corrective maintenance programs and recommend improvements to asset reliability availability and service continuity
• Evaluate O amp M contractors against contractual obligations service-level agreements KPIs quality requirements and HSE expectations
• Conduct site inspections and technical assessments document findings and monitor corrective actions
• Support the preparation and review of O amp M scopes of work technical specifications tender documents and contractor evaluation criteria
• Review maintenance expenditure lifecycle costs and asset renewal priorities to support budgeting and capital planning
• Support the implementation and effective use of CMMS CAFM asset management systems and relevant ERP modules
• Review asset and maintenance data quality and develop performance dashboards and management reports
• Coordinate with municipality stakeholders service providers contractors and technical teams to resolve operational issues
• Develop risk-based recommendations for asset replacement rehabilitation and service improvement
• Support knowledge transfer and prepare clear technical reports and presentations in Arabic and English

Requirements

• Bachelor s degree in Civil Architectural Electrical or Mechanical Engineering or an equivalent qualification
• Minimum 10 years of relevant experience in assets and facilities management
• Strong practical experience managing or advising on operations and maintenance portfolios
• Experience within infrastructure municipalities or government projects is preferred
• Demonstrated experience assessing supervising or managing O amp M contractors
• Asset lifecycle management condition assessment and maintenance planning
• Facilities operations service delivery and contractor performance management
• O amp M contract review service-level agreements and KPI development
• Maintenance budgeting lifecycle costing and asset renewal planning
• Working knowledge of CMMS CAFM Asset Management Systems SAP Maintenance Asset modules or equivalent ERP systems
