Role Context

The Project Controls Specialist will provide the analytical link between project scope, schedule, cost, resources, commitments, and actual performance. The position will collect and evaluate project data to identify emerging variances, strengthen forecasting, and give project leadership greater visibility over financial and schedule performance. Effective controls will help teams understand the consequences of project decisions, maintain approved baselines, manage changes, and keep delivery aligned with budget and funding constraints.

Key Responsibilities
  • Apply established project controls systems, financial processes, and reporting procedures across assigned projects or programs.
  • Collect, validate, and organize cost, schedule, progress, and performance information for management analysis.
  • Maintain Work Breakdown Structure data and support consistent alignment between scope, cost, schedule, and reporting requirements.
  • Analyze project expenditure against approved budgets, funding limits, and cost baselines.
  • Track actual costs and identify emerging variances that may affect forecast project performance.
  • Monitor manpower levels, labor hours, labor costs, and resource requirements against planned allowances.
  • Support development and maintenance of cost and schedule baselines for effective project performance measurement.
  • Collect progress information and assess performance trends to highlight deviations from approved plans.
  • Apply earned value management concepts and methodologies when evaluating cost and schedule performance.
  • Support preparation of earned value indicators and other project performance measurements.
  • Track purchase orders, subcontract commitments, expenditure, and outstanding financial obligations.
  • Assist with analysis of project revenue, cost, commitments, and forecast financial outcomes.
  • Research historical and current project data to support cost analysis, schedule assessment, and management reporting.
  • Interpret engineering drawings and specifications where required to understand scope and progress implications.Support project teams in assessing the financial and schedule consequences of proposed actions or changes.
  • Maintain structured records supporting cost control, progress measurement, reporting, and audit requirements.
  • Assist with scope control and change management by tracking approved and pending changes against established baselines.
  • Identify cost, schedule, resource, or performance trends requiring further investigation by project leadership.
  • Develop clear reports and performance summaries for project controls and management teams.
  • Support integrated reporting across large infrastructure, rail, transportation, construction, and engineering programs.
Ideal Profile

Candidates should hold a bachelor 's degree in Engineering, Project Management, Construction Management, Business Analytics, or a related discipline and typically bring at least 10 years of experience in project controls, project reporting, or performance management. Relevant experience on large-scale infrastructure, rail, transportation, construction, or engineering programs is important. Candidates should understand the relationship between scope, Work Breakdown Structures, schedules, budgets, commitments, progress measurement, and project performance. A strong analytical background is required, including the ability to interpret cost and schedule information, investigate variances, monitor labor and financial data, and convert complex project information into useful reporting. Professional credentials such as PMP, Primavera P6 Certification, Power BI Certification, or an AACE qualification are desirable and can strengthen the candidate 's project controls capability.
