The Project Controls Manager will integrate scope, cost, schedule, resources, commitments, and performance information into a clear management framework that enables project leaders to understand current status and anticipate future outcomes. The role directly supports financial discipline, schedule reliability, contract compliance, risk reduction, and executive decision-making. By identifying variances early and recommending practical corrective measures, the manager will help protect budgets, improve delivery confidence, and maintain accountability across project teams, contractors, and commercial stakeholders.

The preferred candidate will hold a bachelor 's degree in Engineering, Construction Management, Finance, Business Administration, or a related discipline. At least 15 years of professional experience in project controls, project management, cost management, scheduling, or construction financial oversight is required. Applicants should demonstrate advanced knowledge of earned value methodology, integrated cost and schedule control, forecasting, change management, contract administration, and performance reporting. The ability to interpret complex financial information and communicate clear recommendations to senior leadership is essential. Experience managing controls functions on large construction or infrastructure projects in Saudi Arabia or the wider Middle East will be highly advantageous. Familiarity with international delivery models, publicly funded programs, risk analysis, and diverse contract types is preferred. Professional credentials such as Project Management Professional or Certified Cost Professional would strengthen an application. Previous responsibility for developing project controls teams is also desirable.
