Role Overview
The Project Controls Director will establish and lead an integrated controls framework covering schedule, cost, progress, risk, change, and reporting across the rail project. The role requires close coordination with engineering, procurement, construction, systems, commissioning, commercial, and contract management teams to provide reliable performance information and support informed project decisions.
Planning and Scheduling
- Develop and maintain the Integrated Master Schedule for the rail project.
- Monitor progress against approved project baselines and key milestones.
- Analyze schedule performance to identify delays and critical path activities.
- Develop and assess appropriate schedule recovery plans.
- Integrate schedules across engineering, procurement, construction, systems, and commissioning workstreams.
- Conduct schedule risk analysis and forecast project completion dates.
- Review contractor schedules, progress updates, and recovery plans.
Cost Management
- The Project Controls Director will establish project cost control systems and procedures and maintain oversight of budgets, commitments, expenditures, and forecasts.
- Monitor project cost performance and emerging financial trends.
- Prepare Cost Performance Reports.
- Apply Earned Value Analysis to evaluate project performance.
- Identify cost variances and recommend corrective measures.
- Manage project cash flow forecasts.
- Support accurate and timely financial reporting.
Progress Measurement and Reporting
- Establish consistent progress measurement methodologies across project workstreams.
- Develop project KPI dashboards and performance metrics.
- Produce weekly and monthly progress reports for management and client review.
- Analyze project performance trends and forecasts.
- Present project status and performance information to senior stakeholders.
- Maintain accurate reporting across the project 's different delivery functions.
Risk and Change Management
- Maintain project risk registers and associated mitigation plans.
- Support quantitative and qualitative risk assessments.
- Lead the project change management process.
- Assess the schedule and cost implications of proposed changes and variations.
- Track claims, variations, and associated contractual implications.
- Integrate risk and change information into project controls reporting and forecasting.
Contract and Commercial Support
- The role will work closely with commercial and contract management teams on claims, change orders, variations, and contractual matters affecting project schedule or cost.
- Responsibilities include reviewing contractor submissions, supporting the evaluation of claims and change orders, and assisting with dispute resolution where matters relate to schedule and cost performance.
Leadership and Stakeholder Coordination
- Lead Project Controls Engineers, Planners, Cost Engineers, and Reporting Specialists.
- Mentor project controls personnel and support consistent technical practices.
- Interface with client representatives, consultants, contractors, and multidisciplinary project teams.
- Establish project control standards, procedures, and reporting frameworks.
- Drive continuous improvement across project controls functions.
- Provide clear performance information to senior stakeholders to support project decision-making.
Qualifications and Experience
- Bachelor 's degree in Engineering, Construction Management, Project Management, or a related discipline.
- Minimum 18 years of project controls experience.
- At least 10 years of leadership experience on large-scale rail, metro, high-speed rail, railway infrastructure, or transportation projects.
- Strong experience in integrated project scheduling and schedule performance analysis.
- Experience with cost control, forecasting, Earned Value Analysis, and financial reporting.
- Demonstrated capability in project risk and change management.
- Experience reviewing contractor schedules, progress reports, and recovery plans.
- Strong leadership and stakeholder management capability.
Preferred Qualifications
- Master 's degree.
- PMP - Project Management Professional certification.
- PMI-SP - Scheduling Professional certification.
- AACE Certified Cost Professional certification.
- PRINCE2 or equivalent project management certification.
Additional Information
