Role Context

The Project Commercial Manager will provide senior commercial leadership for a large-scale site-based public realm program comprising iconic parks, neighborhood parks, open spaces, and more than 55 kilometers of streetscape. The role will control the commercial position of the project from procurement and contract award through payment, change management, claims, forecasting, risk, and final account activities. By combining contractual discipline with cost intelligence and negotiation capability, the position will help protect budget, reduce disputes, and maintain commercial alignment between the client, consultants, contractors, and Parsons management.

Key Responsibilities
  • Lead commercial, contracts, and cost management activities across the assigned public realm project.
  • Establish and maintain commercial controls aligned with client objectives, project requirements, and Parsons procedures.
  • Administer FIDIC or equivalent forms of contract across multiple construction packages.
  • Manage contractual notices, correspondence, obligations, entitlements, and commercial records.
  • Review and evaluate contractor variation submissions and change proposals.
  • Assess claims for additional cost and extension of time.
  • Develop commercially robust positions on entitlement, quantum, and contractual responsibility.
  • Support dispute avoidance through early identification and structured resolution of contractual issues.
  • Participate in negotiations associated with claims, variations, settlements, and final accounts.
  • Coordinate dispute resolution activities where issues cannot be resolved through normal contract administration.
  • Oversee procurement and contract award activities for project packages.
  • Review scopes, tender documentation, commercial terms, and contract conditions before award.
  • Support tender evaluations and commercial comparisons.
  • Participate in contract negotiations with contractors and suppliers.
  • Coordinate contract documentation with legal, procurement, and corporate support teams.
  • Ensure awarded contracts accurately reflect negotiated commercial and technical requirements.
  • Manage payment certification processes across contractors and consultants.
  • Validate invoices, interim payment applications, and supporting commercial documentation.
  • Confirm that certified amounts accurately reflect progress, contractual entitlement, and approved changes.
  • Monitor project expenditure against approved budgets and commercial commitments.
  • Maintain accurate cost capture across packages and workstreams.
  • Prepare and update forecasts, cost reports, cash flow projections, and commercial dashboards.
  • Identify emerging budget pressures and forecast potential cost overruns.
  • Report commercial performance, liabilities, commitments, and financial risks to the client and senior management.
  • Establish and maintain effective change management processes.
  • Track proposed, pending, approved, and rejected changes across the project.
  • Evaluate the cost, schedule, and contractual implications of proposed changes.
  • Negotiate change orders and support their formalization through approved governance processes.
  • Ensure changes are properly documented before implementation wherever contractually required.
  • Maintain change registers and provide visibility of cumulative commercial exposure.
  • Perform commercial risk assessments across contracts and packages.
  • Identify contractual, procurement, financial, and delivery risks that could affect project performance.
  • Develop mitigation strategies and advise project leadership on commercial exposure.
  • Support risk reviews and commercial decision-making using current cost and contractual data.
  • Provide early warning of issues that could materially affect budget, schedule, or contract position.
  • Lead and mentor commercial managers, quantity surveyors, and supporting commercial personnel.
  • Allocate responsibilities and ensure consistent application of commercial procedures.
  • Review team outputs for accuracy, completeness, and contractual consistency.
  • Promote strong commercial discipline across project and construction management teams.
  • Coordinate with Engineering, Construction, Planning, Project Controls, Procurement, Legal, and Finance functions.
  • Liaise directly with client representatives on significant contractual and commercial matters.
  • Maintain productive relationships with consultants, contractors, and other delivery stakeholders.
  • Resolve commercial issues without compromising the client 's contractual position.
  • Support project audits, compliance reviews, and governance assessments.
  • Maintain complete records for payments, changes, claims, negotiations, and commercial approvals.
  • Ensure commercial processes remain auditable and consistent with project governance requirements.
  • Support closeout activities including settlement of outstanding variations, claims, and final accounts.
  • Provide senior management with clear recommendations on major commercial decisions.
Ideal Profile

The position requires a bachelor 's degree in Engineering, Quantity Surveying, Construction Contracts, or another closely related discipline. Candidates should bring at least 10 years of relevant commercial, contracts, quantity surveying, or cost management experience, with substantial exposure to major construction and infrastructure programs. Strong practical experience administering FIDIC or comparable international forms of contract is essential. The successful candidate should have a proven record managing variations, claims, extensions of time, contractual correspondence, payment certification, and dispute resolution. Experience leading commercial management across large-scale, multi-package projects is particularly important. Candidates should demonstrate strong capability in cost reporting, forecasting, budget control, cash flow management, and change control. The role requires the ability to develop, negotiate, and defend well-reasoned commercial positions using contractual, financial, and project evidence. Experience managing multicultural commercial and quantity surveying teams is highly valuable. A background in major public realm, landscape, infrastructure, streetscape, or complex urban development projects will strengthen suitability.
