Responsibilities

Contracts Manager - Commercial Strategy in Tabuk, Saudi Arabia is a construction hiring opportunity for an experienced contracts leader with a strong background in major infrastructure, complex claims, FIDIC administration, commercial risk, and contractor package close-out. The position directs both pre-contract and post-contract activities while protecting the contractual interests of Parsons and its client across a landmark development programme.

Key Responsibilities
  • Direct pre-contract and post-contract administration across major construction and infrastructure packages.
  • Ensure commercial activities remain aligned with main contract provisions, joint venture arrangements, client procedures, and delegated authorities.
  • Interpret contract conditions and provide authoritative advice to project and executive leadership.
  • Identify contractual exposure and recommend practical risk mitigation measures.
  • Review contractor notices, claims, submissions, and commercial correspondence.
  • Manage the assessment and negotiation of complex variation orders.
  • Evaluate extension of time requests and associated delay or disruption costs.
  • Review high-value claims for entitlement, substantiation, timing, and contractual compliance.
  • Develop clear recommendations for acceptance, rejection, negotiation, or further investigation.
  • Lead dispute avoidance efforts and support formal dispute resolution when necessary.
  • Coordinate with legal and executive teams during settlement discussions, mediation, adjudication, or arbitration preparation.
  • Ensure contractual notices and responses are issued within required time limits.
  • Review monthly progress payment applications and supporting documentation.
  • Confirm that valuations, deductions, provisional sums, and approved changes are calculated correctly.
  • Oversee final account preparation, negotiation, and agreement.
  • Manage financial close-out of major contractor packages.
  • Track outstanding contractual obligations, securities, warranties, retentions, and unresolved liabilities.
  • Establish robust procedures for contract administration, commercial approvals, and document control.
  • Maintain accurate registers for variations, claims, payments, instructions, correspondence, and decisions.
  • Protect project interests through complete and traceable commercial records.
  • Coordinate contractual matters with planning, cost control, procurement, finance, construction, and project management teams.
  • Maintain current commercial risk and opportunity registers.
  • Prepare executive reports, contract summaries, claims updates, and management decision papers.
  • Present complex contractual issues to senior client stakeholders and executive boards.
  • Lead commercial meetings with consultants, contractors, and project representatives.
  • Manage quantity surveyors, contract administrators, and cost specialists.
  • Assign priorities and review team outputs for accuracy, consistency, and contractual strength.
  • Mentor commercial employees and strengthen team capability.
  • Apply FIDIC and bespoke contract provisions consistently across project packages.
  • Support compliance with Saudi procurement requirements and relevant project governance standards.
  • Recommend improvements to commercial workflows, reporting systems, and approval controls.
  • Undertake additional responsibilities assigned by project leadership.
Ideal Profile
  • Bachelor's degree in Quantity Surveying, Law, Civil Engineering, Construction Management, or a related discipline.
  • Minimum 12 years of post-qualification experience in contracts administration and commercial management.
  • Significant experience on major international infrastructure, construction, or mega-project developments.
  • Professional chartership such as MRICS or MCIArb is highly desirable.
  • Strong knowledge of FIDIC Blue, Red, and Yellow Book contract forms.
  • Experience administering bespoke agreements, joint venture parameters, and complex contractor packages.
  • Proven capability in variation management, extension of time analysis, claims evaluation, and dispute resolution.
  • Prior experience with NEOM or another Public Investment Fund giga‑project is strongly preferred.
  • Familiarity with Saudi procurement laws and GCC commercial practices.
  • Strong understanding of contractual notices, payment provisions, final accounts, and close‑out.
  • Excellent negotiation, leadership, and analytical skills.
  • Ability to balance legal, financial, programme, and stakeholder considerations.
  • Confidence communicating with senior clients, executive leadership, legal advisers, and contractors.
  • Strong written reporting and contractual drafting ability.
  • Full professional proficiency in written and spoken English.
  • Arabic language ability is advantageous.
  • Ability to operate effectively in a high‑pressure, fast‑moving project environment.
