Role Context

Commercial decisions made during infrastructure delivery can significantly affect profitability, cash flow, contractual exposure, and the achievement of major milestones. This role gives the project an experienced commercial authority who can recognize those consequences early and guide the team toward defensible, value-focused decisions. The Senior Commercial Manager will work across project delivery, procurement, cost management, legal obligations, and stakeholder negotiations. The position will protect the interests of Parsons and the client while keeping commercial activity transparent, documented, and aligned with project objectives.

Key Responsibilities
  • Establish the commercial-management plan and define controls for contracts, costs, procurement, changes, and reporting.
  • Translate project objectives into practical commercial and contract-management strategies.
  • Direct cost planning, budgeting, cash-flow forecasting, and earned-value analysis.
  • Review cost performance and identify variances requiring management attention.
  • Maintain reliable financial forecasts and communicate potential budget pressure before it becomes critical.
  • Administer FIDIC, NEC, and project-specific contracts.
  • Confirm compliance with contractual obligations, approval procedures, and KSA procurement requirements.
  • Advise delivery teams on contract interpretation, entitlement, notices, and commercial risk.
  • Review contractor and client change requests for scope, valuation, contractual basis, and delivery impact.
  • Control supporting documentation through the issue of Employer 's Instructions and Variation Orders.
  • Lead negotiations involving major variations, change orders, claims, and emerging disputes.
  • Develop resolution strategies that protect relationships without weakening contractual rights.
  • Identify financial and contractual risks during planning and delivery.
  • Prepare contingency responses for significant commercial exposure.
  • Lead project-budget development and maintain alignment with approved financial targets.
  • Introduce cost-control measures where forecasts indicate potential overruns.
  • Coordinate commercial activity with procurement, project controls, legal, technical, and delivery teams.
  • Ensure procurement decisions remain consistent with contract strategy and organizational policy.
  • Build effective working relationships with contractors, consultants, suppliers, and government stakeholders.
  • Act as the senior commercial contact for the client and major subcontractors.
  • Represent the project in negotiations, commercial reviews, and formal stakeholder discussions.
  • Oversee commercial reporting and present accurate analysis to senior management.
  • Lead Quantity Surveyors, Cost Engineers, and other commercial-team members.
  • Allocate responsibilities, review work quality, and support consistent commercial practices.
  • Coach team members in contract administration, negotiation, reporting, and risk management.
  • Maintain compliance with relevant legal, regulatory, contractual, and corporate requirements.
Ideal Profile
  • Bachelor 's degree in Quantity Surveying, Civil Engineering, or a related field.
  • Minimum 15 years of commercial-management experience within the Construction industry.
  • Track record of managing major construction or infrastructure programs.
  • Broad experience across cost management, procurement, contracts, claims, and change control.
  • Detailed understanding of FIDIC, NEC, bespoke, and Design-Build contracting arrangements.
  • Ability to interpret complex terms and provide clear commercial recommendations.
  • Strong familiarity with KSA regulations, procurement practices, and industry standards.
  • Experience working within a project-management office is highly desirable.
  • Proven success managing programs against demanding budget and schedule targets.
