Role Context The Commercial Manager will connect project execution with contractual and financial governance, ensuring delivery decisions remain commercially sustainable throughout the project lifecycle. Operating within a complex Delivery Partner structure, the role will oversee cost performance, contract compliance, changes, claims, cash flow, and commercial risk while providing senior stakeholders with reliable information for decision-making. The position will be instrumental in maintaining commercial discipline across high-value contracts while safeguarding Client objectives and supporting timely infrastructure delivery.

Key Responsibilities
  • Lead commercial management activities across assigned infrastructure contracts and project packages.
  • Maintain visibility of commercial performance from contract award through construction, completion, and final account.
  • Oversee cost planning, budgeting, forecasting, and financial reporting.
  • Monitor expenditure, commitments, liabilities, and forecast cost against approved budgets.
  • Develop and review project cash flow forecasts to identify emerging funding and expenditure requirements.
  • Apply Earned Value Analysis to evaluate cost and delivery performance.
  • Analyze financial trends and highlight adverse movements requiring management intervention.
  • Provide accurate commercial forecasts and executive-level performance information.
  • Administer high-value contracts under FIDIC, NEC, bespoke, and other applicable contractual frameworks.
  • Ensure project teams understand and comply with contractual obligations, notice provisions, approval requirements, and commercial procedures.
  • Monitor contractor compliance with agreed commercial and contractual requirements.
  • Maintain awareness of Saudi Arabian procurement regulations and relevant contractual requirements.
  • Review commercial correspondence and ensure contractual positions are properly documented.
  • Advise project leadership on contractual rights, obligations, exposure, and recommended actions.
  • Identify financial and contractual risks during design, procurement, construction, and completion.
  • Develop mitigation strategies to reduce commercial exposure before risks develop into claims or disputes.
  • Maintain commercial risk visibility and coordinate significant exposures with project risk management processes.
  • Evaluate the potential cost and contractual consequences of project decisions.
  • Lead commercial assessment of variations and change orders.
  • Review contractor entitlement, substantiation, valuation, and supporting documentation.
  • Negotiate significant variations and establish commercially defensible settlements.
  • Monitor cumulative change and its impact on budget, forecast, schedule, and contract value.
  • Assess claims involving cost, entitlement, disruption, delay, or other contractual matters.
  • Coordinate with planning, technical, legal, and project controls teams when evaluating complex claims.
  • Lead negotiations aimed at achieving timely and commercially balanced resolution of disputes.
  • Maintain comprehensive records supporting commercial determinations and negotiated outcomes.
  • Coordinate commercial requirements across Design-Build, Design-Bid-Build, and PMC delivery environments.
  • Review payment applications and ensure valuations reflect verified progress and contractual requirements.
  • Support payment certification and resolution of disputed commercial items.
  • Monitor commercial implications associated with procurement, subcontracting, and package interfaces.
  • Work closely with cost engineers and project controls personnel to reconcile commercial and cost information.
  • Provide commercial input into budget reviews, forecasts, management reports, and project recovery strategies.
  • Act as a senior commercial interface with the Client on contractual, financial, and change-related matters.
  • Engage government stakeholders and authorities where commercial or contractual coordination is required.
  • Manage commercial relationships with major contractors and subcontractors.
  • Lead commercial meetings and communicate key decisions, risks, and actions clearly.
  • Prepare commercial reports and presentations for senior management and executive leadership.
  • Translate complex financial and contractual information into concise recommendations for decision-makers.
  • Support value optimization by challenging unnecessary cost and identifying commercially advantageous alternatives.
  • Maintain appropriate governance and auditability across commercial decisions.
  • Lead Quantity Surveyors, Cost Engineers, and other commercial personnel assigned to the program.
  • Allocate commercial responsibilities and monitor team performance across project packages.
  • Mentor team members in contract administration, cost management, claims assessment, and commercial negotiation.
  • Promote professional integrity, consistency, and technical rigor across the commercial function.
  • Support closeout negotiations, final account preparation, and settlement of outstanding commercial matters.
Ideal Profile
  • Bachelor 's degree in Quantity Surveying, Commercial Management, Civil Engineering, or a related discipline.
  • Minimum 12 years of progressive commercial management experience.
  • Substantial experience on large-scale engineering, infrastructure, or mega-construction projects.
  • Strong GCC experience with practical knowledge of Middle East project delivery environments.
  • Demonstrated understanding of Saudi Arabian regulatory and procurement frameworks.
  • Experience supporting major programs associated with Saudi Arabia 's continuing infrastructure and development investment.
  • Expert knowledge of FIDIC contract forms.
  • Familiarity with NEC and bespoke contractual arrangements is advantageous.
  • Strong experience across Design-Build, Design-Bid-Build, and PMC delivery models.
  • Proven capability in cost planning, budgeting, cash flow forecasting, and commercial reporting.
  • Experience applying Earned Value Analysis to major project performance.
  • Strong background in variations, change orders, claims, and dispute management.
  • Able to evaluate contractual entitlement and financial substantiation objectively.
  • Advanced commercial negotiation skills.
  • Strong understanding of commercial and contractual risk management.
  • Experience managing high-value contract portfolios with multiple stakeholders.
  • Chartered professional status such as MRICS, FRICS, or equivalent is highly preferred.
  • Strong leadership capability with experience developing Quantity Surveyors and Cost Engineers.

  • Confident presenting complex commercial and financial information to executive and C-suite stakeholders.
