Blacksand in Riyadh seeks an experienced procurement leader to own the full lifecycle from pre-qualification to award and supplier management across commercial, retail, hospitality, and residential sectors. You will manage a small team of procurement officers and partner with the senior team as the principal procurement authority.

The role requires leading tender strategy, long-lead MEP procurement, and cross-functional support with the commercial, design, and planning teams.

Blacksand is a leading Saudi developer working across multiple asset classes in Saudi Arabia.

THE ROLE

You will own the full procurement lifecycle, from subcontractor pre-qualification and tender strategy through award, contract execution and ongoing supplier management, across a portfolio spanning commercial, retail, hospitality and residential.

You will manage and develop a small team of procurement officers, work closely with the senior team, and represent us to the market as our principal procurement authority.

The team is lean and multifunctional. Cross-functional contribution is the standard here, not the exception: supporting the commercial team on subcontract strategy, advising design on long-lead MEP timelines, helping planning integrate the procurement schedule.

WHAT YOU WILL DO

Procurement strategy and governance

• Own the Preferred Supplier Register, pre-qualifying subcontractors and suppliers by trade category, financial standing, HSE record and relevant project experience
• Maintain procurement procedures, tendering standards and approval frameworks consistent with our Project Management Plan and Delegation of Authority
• Set tendering strategy for every subcontract package, whether competitive tender, direct negotiation or single-source, with documented justification and the right level of approval
• Maintain the portfolio-wide Procurement Schedule and integrate it with the master construction programme
• Keep procurement records auditable to a standard that stands up to external due diligence at any point

Tendering and award

• Prepare tender documents: scope of works, BoQ or schedule of rates, contract form and special conditions, HSE requirements, programme extract and commercial terms
• Run tender periods and coordinate the market response
• Lead bid evaluation on a weighted scoring matrix covering technical capability, relevant experience, HSE record, programme and price
• Prepare award recommendations, issue Letters of Intent, and manage the value-engineering window through to subcontract execution

Long-lead and MEP procurement

• Identify and manage long-lead items at project inception, such as generators, lifts, MEP plant, specialist facade systems and packaged mechanical equipment, starting procurement ahead of the main package to take programme risk off the table
• Manage the MEP procurement complexity of the portfolio, particularly where subcontract value and technical specification depth demand specialist resource
• Maintain the long-lead tracking register and report programme-critical status weekly

Subcontractor management and compliance

• Oversee subcontractor commercial compliance across the contract lifecycle, covering mobilisation, performance, variations, payment certification and final account
• Review the Preferred Supplier Register regularly, adding capability for upcoming project types as the portfolio develops
• Ensure procurement complies with ZATCA VAT, GOSI subcontractor obligations, Saudisation targets and MOMRA/SCA contractor classification requirements

Team leadership

• Line manage the procurement officers, giving clear direction, honest feedback and real development
• Build the team's capability in KSA construction procurement practice, subcontract administration and our systems environment

WHAT WE ARE LOOKING FOR

• Substantial procurement experience in KSA construction or real estate development, on packages let directly to subcontractors rather than through a managing contractor
• You have raised the standard somewhere, whether a supplier register you tightened or a tendering process you put real discipline into, not only operated a system someone else ran
• Comfortable with open-book, cost-plus commercial models and the transparency they demand
• Specific about outcomes: package values, savings, programme recovered, what went wrong and what you did
• Able to manage a small team and happy to do the work yourself as well
• Arabic and English
