Job summary

Blacksand in Riyadh seeks an experienced procurement leader to own the full lifecycle from pre-qualification to award and supplier management across commercial, retail, hospitality, and residential sectors. You will manage a small team of procurement officers and partner with the senior team as the principal procurement authority.

The role requires leading tender strategy, long-lead MEP procurement, and cross-functional support with the commercial, design, and planning teams.

Qualifications

• Substantial procurement experience in KSA construction or real estate development.
• Ability to lead a small procurement team and work with senior management.
• Familiarity with open-book, cost-plus commercial models and related transparency.
• Clearly demonstrates outcomes: package values, savings, programme recovery, actions taken.
• Fluent in Arabic and English.

Responsibilities

• Own the full procurement lifecycle from pre-qualification to award and supplier management.
• Manage and develop a small team of procurement officers and liaise with senior leadership.
• Support commercial in subcontract strategy, advise on long-lead MEP timelines and integrate with planning.
• Lead tender strategy, prepare documents, run tender periods and evaluate bids.
• Maintain auditable procurement records and ensure governance with relevant frameworks.
• Oversee subcontractor management and compliance across the contract lifecycle.
