Key Responsibilities
  • Develop and implement procurement plans that support project objectives, delivery schedules, commercial priorities, and organizational goals.
  • Establish and maintain procurement operating procedures, templates, workflows, and controls to ensure consistency across the programme.
  • Conduct desktop market analysis and supply chain research to identify capable contractors, suppliers, consultants, and service providers.
  • Facilitate supply chain development activities to support current and future project requirements.
  • Prepare and manage tender documentation including Expressions of Interest, prequalification documents, Requests for Proposals, commercial schedules, and supporting procurement records.
  • Coordinate tender processes from package preparation and issuance through bidder queries, clarifications, addenda, submission tracking, and evaluation support.
  • Manage communication with contractors, suppliers, delivery partners, and internal stakeholders during procurement activities.
  • Evaluate tender submissions through technical, commercial, and financial assessment processes.
  • Prepare tender recommendation reports that clearly support contract award decisions.
  • Assess contractor pricing, review commercial assumptions, and prepare pre‑tender estimates to confirm value for money and budget alignment.
  • Review contract conditions across different contract types and ensure procurement actions comply with corporate, contractual, ethical, and governance standards.
  • Collaborate with commercial, technical, delivery, project controls, legal, finance, and programme teams to ensure procurement decisions support wider project requirements.
  • Engage with local authorities, contractors, suppliers, and third‑party stakeholders to support smooth procurement coordination and market participation.
  • Deliver presentations and facilitate stakeholder discussions covering procurement strategies, tender progress, risks, recommendations, and outcomes.
  • Conduct market engagement activities to improve competition, understand market capacity, and identify procurement risks.
  • Build and maintain productive relationships with suppliers and contractors while promoting transparency, fairness, and professional procurement conduct.
  • Monitor market conditions and recommend mitigation measures for pricing pressure, supply constraints, contractor availability, and delivery risks.
  • Ensure procurement activities follow company policies, contract requirements, safety expectations, ethical standards, and applicable regulations.
  • Implement procurement best practices, tools, reporting routines, and continuous improvement initiatives that strengthen efficiency and governance.
  • Mentor procurement team members by providing guidance, training, feedback, and practical support.
  • Support performance evaluation of team members and help maintain a high‑performing procurement function.
  • Report procurement challenges, risks, opportunities, and key decisions to the Programme Director and senior stakeholders.
  • Develop practical resolutions and mitigation plans for procurement issues that may affect project schedule, budget, competition, or compliance.
  • Maintain accurate procurement records, tender files, evaluation reports, market engagement logs, approval documents, and contract award records.
Ideal Profile
  • Bachelor's degree in Quantity Surveying, Procurement, Supply Chain Management, Business Administration, Engineering, or a related field.
  • Higher National Diploma in a relevant field may also be considered.
  • Minimum 10 years of procurement management experience, preferably within major capital works, infrastructure, construction, or complex project environments.
  • Proven experience managing procurement lifecycles from EOI and prequalification through RFP, tender evaluation, recommendation, and contract award.
  • Strong background in contractor price assessment, tender evaluation, market engagement, and supply chain management.
  • Good understanding of procurement regulations, contract law, commercial procurement practices, and industry best practices.
  • Familiarity with procurement and project tools such as SAP, PRISM, Aconex, or equivalent systems.
  • Professional certification such as CIPS or an equivalent procurement or supply chain qualification is desirable.
  • Strong written and verbal English communication skills.
  • Able to prepare clear procurement reports, recommendation papers, stakeholder presentations, and commercial evaluation summaries.
  • Strong analytical and problem‑solving skills with the ability to work independently in ambiguous or fast‑changing project conditions.
  • Able to operate effectively in a large matrix organization and influence senior‑level stakeholders.
  • Strong commercial judgment with attention to pricing, contract terms, risk allocation, compliance, and value for money.
