Job summary

Parsons Corporation in Riyadh, Saudi Arabia, is seeking a Procurement Specialist - Mobility with 2–5 years of procurement or supply chain experience to support rail, metro, bus, highway, and mobility projects.

Qualifications

Responsibilities

  • Support procurement activities across rail, metro, bus, highway, station, depot, and related transport infrastructure programmes.
  • Conduct market research to identify suitable suppliers, contractors, service providers, and specialist vendors.
  • Assist in preparing and issuing RFI, RFQ, RFP, invitations to tender, and related procurement documents.
  • Coordinate tendering activities including bidder communication, clarifications, addenda, submission tracking, and procurement timetable follow‑up.
  • Support evaluation processes with maintained records, sheets, and supporting documentation.
  • Obtain, review, and analyze supplier quotations for value, compliance, and delivery capability.
  • Assist with pricing discussions, delivery schedules, and commercial terms within authority.
  • Prepare purchase orders, procurement recommendations, contract summaries, supplier correspondence, and approvals.
  • Assist with contract administration, framework agreements, call‑offs, amendments, and change requests.
  • Maintain supplier records, contract files, key dates, and performance metrics.
  • Monitor supplier performance and resolve procurement issues and queries.
  • Coordinate with engineering, operations, maintenance, and finance teams.

Parsons Corporation is seeking a Saudi National procurement professional to support procurement activities across rail, metro, bus, highway, station, depot, and mobility infrastructure projects. The role focuses on sourcing, tendering, supplier coordination, purchase orders, contract administration, procurement records, compliance, and value‑focused purchasing support for major transport development programmes.

Key Responsibilities
  • Support procurement activities for rail, metro, bus, highway, station, depot, and related transport infrastructure programmes.
  • Conduct market research to identify suitable suppliers, contractors, service providers, and specialist vendors.
  • Assist in preparing and issuing requests for information, requests for quotations, requests for proposals, invitations to tender, and related procurement documents.
  • Coordinate tendering activities including bidder communication, clarifications, addenda, submission tracking, and procurement timetable follow‑up.
  • Support technical and commercial evaluation processes by maintaining evaluation records, comparison sheets, and supporting documentation.
  • Obtain, review, and analyze supplier quotations to confirm value, compliance, delivery capability, and alignment with project requirements.
  • Assist with pricing discussions, delivery schedules, and commercial terms within approved authority limits.
  • Prepare purchase orders, procurement recommendations, contract summaries, supplier correspondence, and supporting approval documents.
  • Assist with the administration of contracts, framework agreements, call‑off orders, amendments, extensions, variations, and change requests.
  • Maintain supplier records, contract files, key dates, deliverables, performance metrics, and compliance documentation.
  • Monitor supplier performance and support the resolution of procurement issues, delivery concerns, documentation gaps, and commercial queries.
  • Coordinate with engineering, operations, maintenance, project controls, procurement, commercial, and finance teams to support project delivery needs.
  • Maintain procurement logs, databases, reports, trackers, and records in line with organizational requirements.
  • Support procurement reporting, spend analysis, supplier performance tracking, and procurement performance reviews.
  • Ensure procurement activities follow company policies, governance requirements, ethical standards, and applicable regulations.
  • Contribute to procurement process improvements, best practice development, and more efficient sourcing and tendering workflows.
  • Perform additional procurement, purchasing, and contract support duties as required by the project team.
Qualifications
  • Saudi National candidate.
  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, Quantity Surveying, or a related field.
  • Minimum 2–5 years of experience in procurement, supply chain, purchasing, sourcing, or contract administration.
  • Experience supporting procurement activities in infrastructure, engineering, construction, transportation, or project‑based environments.
  • Basic understanding of sourcing, tendering, supplier selection, purchasing procedures, and contract administration.
  • Knowledge of procurement principles, supplier management practices, commercial documentation, and ethical purchasing controls.
  • Proficient in Microsoft Office applications, especially Excel, Word, and PowerPoint.
  • Experience using ERP systems, procurement platforms, or enterprise business applications.
  • Strong analytical and numerical skills with careful attention to detail.
  • Strong organizational ability with the capacity to manage multiple procurement tasks and deadlines.
  • Excellent verbal and written communication skills.
  • Able to work effectively in a fast‑paced project environment with multidisciplinary teams and stakeholders.
  • High level of integrity, professionalism, confidentiality, and commitment to ethical procurement practice.
  • Experience with rail, metro, highways, public transport, stations, depots, or mobility infrastructure is preferred.
  • Familiarity with public‑sector procurement regulations, governance requirements, standard contract forms, and commercial procurement practice is desirable.
  • Experience supporting tender evaluations, supplier negotiations, supplier performance monitoring, or contract reporting is an advantage.
  • Professional certification in Procurement, Supply Chain, or Contract Management would be beneficial.
  • Strong stakeholder management skills with a willingness to learn and grow within the transport and mobility sector.
