The role provides senior oversight of schedule development, performance monitoring, critical-path analysis, progress measurement, delay identification, recovery planning, and reporting throughout the construction phase. Working with the Project Director, construction managers, contractors, consultants, planning teams, project controls, commercial, cost, procurement, and client representatives, the Planning Control Manager will ensure project schedules remain coordinated with approved milestones, contractual requirements, and overall delivery objectives.

Key Responsibilities
  • Provide overall oversight of program planning and schedule-control activities.
  • Review the quality, logic, integrity, and completeness of the master program schedule.
  • Coordinate detailed schedules covering construction activities, work packages, interfaces, and key milestones.
  • Review contractor and consultant schedules, progress updates, recovery plans, and associated submissions.
  • Monitor planned versus actual progress and verify reported performance against site records.
  • Analyze critical paths, float, constraints, dependencies, and schedule trends.
  • Track key milestones and identify schedule risks that could affect project completion.
  • Provide early warning of potential delays, schedule slippage, and performance issues.
  • Assess schedule impacts resulting from changes, variations, design revisions, procurement delays, and construction issues.
  • Support development and monitoring of schedule recovery and mitigation plans.
  • Lead schedule review meetings with contractors, consultants, and multidisciplinary project teams.
Schedule Assurance and Reporting

The Planning Control Manager will maintain effective oversight of schedule performance and provide reliable visibility of project progress. The role will review weekly, monthly, and executive-level reports while ensuring planning information accurately reflects construction performance and approved project baselines. Key activities include:

  • Prepare and review progress reports for project and executive management.
  • Develop progress dashboards, milestone reports, performance indicators, and management presentations.
  • Maintain consistent methods for progress measurement and schedule reporting.
  • Ensure approved changes are correctly incorporated into schedules and baselines.
  • Support delay analysis, time-impact assessments, and extension-of-time evaluations.
  • Monitor implementation and effectiveness of approved recovery measures.
Project Controls and Interface Coordination
  • Coordinate with cost and commercial teams to align schedule progress with project costs and forecasts.
  • Work with construction, procurement, and project controls teams to identify schedule dependencies and constraints.
  • Coordinate planning interfaces involving contractors, consultants, authorities, utilities, and other stakeholders.
  • Support effective schedule and change-control processes throughout construction.
  • Provide guidance to planning engineers and promote consistent planning and reporting procedures across the project.
Required Qualifications and Experience
  • Bachelor 's degree in Engineering, Construction Management, Project Management, or a related discipline.
  • Minimum 15 years of experience in planning and project controls.
  • Proven experience working on large and complex construction projects during the construction phase.
  • Strong experience in program oversight, schedule assurance, and progress reporting.
  • Advanced knowledge of Primavera P6 and Microsoft Excel.
  • Experience using project-reporting systems.
  • Strong experience in critical-path analysis and progress measurement.
  • Experience in delay analysis and recovery planning.
  • Strong knowledge of construction activities, project interfaces, schedule controls, and change management.
  • Excellent leadership, communication, coordination, and problem-solving skills.
