Job summary

Bin Omairah Company in Saudi Arabia seeks a Senior Project Manager to lead mega infrastructure programs, directing cross‑functional teams and external consultants. You will ensure delivery aligned with strategy, budget, and schedules while navigating complex stakeholder networks across the region.

The role reports to the COO and PMO, requiring strong governance, risk management, and communication skills in a multinational environment.

Qualifications

  • Bachelor degree in Civil Engineering or Construction Management.
  • PMI PMP or related certification.
  • 12-18 years of project execution/management with 5+ years in a similar role.
  • Good knowledge of Primavera Project Management.
  • Excellent written and verbal English; Arabic is a plus.

Responsibilities

  • Develop and implement project management policies, procedures, and governance frameworks.
  • Lead mega projects and complex infrastructure programs within budgets and schedules.
  • Direct project managers and teams, providing leadership and performance management.
  • Manage budgeting, cash flow, cost control, and profitability across the lifecycle.
  • Monitor risks, issues, and stakeholder expectations with timely escalation.
  • Build relationships with clients, consultants, contractors, and regulators.
  • Oversee contract administration, subcontractor performance, and claims resolution.
  • Drive continuous improvement of PM systems and third‑party performance.
  • Communicate progress and risks to executive management; ensure compliance with HSE and quality.

Job Summary

You are responsible for managing large-scale (mega) project(s) and directing consulting interventions across a number of functional areas to optimize the benefits from inputs of external expertise and contribute to the operational improvements through leading different programs in line with company strategy. The complexity of the project(s) plan(s) involves the job holder in multiple negotiations at all levels, including where appropriate, external bodies and the need to network across both organisational and international boundaries to achieve project(s) objectives.

Main Duties & Responsibilities:
  • Develop and implement project management policies, procedures, and governance frameworks to ensure effective project delivery and compliance with organizational requirements.
  • Lead and oversee the execution of mega projects and complex infrastructure programs, ensuring alignment with strategic objectives, budgets, schedules, and quality standards.
  • Direct project managers and project teams, providing leadership, guidance, and performance management to achieve operational excellence and successful project outcomes.
  • Manage project financial performance, including budgeting, cash flow management, cost control, billing, claims, and profitability throughout the project lifecycle.
  • Monitor project progress, risks, issues, and stakeholder expectations, ensuring timely escalation, resolution, and effective decision-making.
  • Build and maintain strong relationships with clients, consultants, contractors, suppliers, regulatory authorities, and other key stakeholders.
  • Oversee contract administration, subcontractor performance, compliance management, claims resolution, and dispute mitigation.
  • Drive continuous improvement of project management systems, processes, and third-party performance to enhance efficiency, quality, and organizational capability.
  • Ensure effective communication and reporting to executive management on project performance, strategic risks, financial status, and operational challenges.
  • Provide leadership in the planning, execution, and delivery of complex infrastructure and construction projects while ensuring compliance with contractual, regulatory, HSE, and quality requirements.
Requirements
  • - Education: Bachelor degree in Civil Engineering, Construction Management, or equivalent.
  • - Certified from PMI as PMP or Project Management related Certification.
  • - 12-18 years of experience in project execution/management with at least 5 years proven track record experience in a similar role ideally within one of the leading Infrastructure Companies.
  • - Good knowledge of Primavera Project Management.
  • - Excellent problem solving, analytical and business intelligence skills.
  • - Excellent written and verbal communication skills in the English language.
  • - Ability to manage multiple projects adhering to logistics, timescales and deadlines.
  • - IT literate – MS Office (including Word, Excel and Outlook).
  • - Ability to work both independently and as part of a team.
  • - Proficiency in English language.
  • - Experience of using ERP D 365 to fetch business information is an asset.
  • - MBA, PRMG, or/and CLACS Degree is an asset.
  • - Proficiency in Arabic language.
  • - Experience of working in a multi-cultural environment is an asset.
