Job summary

Norconsult Telematics is seeking a Program Head to provide strategic leadership for a portfolio spanning Facility Management, Construction, and Consultancy. You will govern end-to-end capital projects within an Owner's Engineer/PMC framework and drive modular delivery, value engineering, and cross-functional alignment with Vision 2030.

You will manage large CAPEX programs, oversee budgeting and reporting, and mentor senior staff while maintaining high safety and quality standards across Saudi

Qualifications

• Bachelor's or Master's Degree in Engineering, Construction Management, or a closely related field.
• 20+ years of experience in construction and program management, with leadership in large-scale CAPEX programs.
• Giga-project program delivery experience in Saudi Arabia (NEOM/ROSHN/Red Sea Global/Diriyah) is required.
• Experience in OE/PMC model with governance over supervision consultants.
• Modular, volumetric, or DfMA/P-DfMA program experience including offsite manufacture.
• GCC/ Saudi Arabia regulatory and stakeholder familiarity.
• PMP is required; PgMP preferred.
• SCE registration or eligibility required.
• Strong governance, stage-gate delivery, dashboards, KPI frameworks, and executive reporting.

Position Objectives: The Program Head is responsible for providing strategic leadership and end-to-end program direction across the Facility Management, Construction, and Consultancy portfolio, with a focus on the delivery of large-scale, capital-intensive giga-project programs in the Kingdom of Saudi Arabia.

The Program Head operates within an Owner's Engineer (OE) / Program Management Consultancy (PMC) model, holding final review and approval authority over supervision consultants and delivery contractors.

The Program Head owns structured, stage-gated program management from initiation through handover and operations, ensuring every project aligns with the client's strategic vision and is delivered on time, within budget, and to the highest quality and safety standards, including where applicablemodular and DfMA-based delivery methodologies.

Job Description and Responsibilities:

• Develop and implement the strategic plan for the Facility Management, Construction, and Consultancy division in alignment with the client's corporate objectives and Saudi Vision 2030 priorities.
• Lead end-to-end program and portfolio management across concurrent large-scale CAPEX programs, applying structured, phase-gated delivery methodology from feasibility and design through construction, commissioning, handover, and facility operations.
• Operate within the OE/PMC delivery model, providing final review, technical approval, and governance oversight of supervision consultants, contractors, and delivery teams — rather than executing first-line project delivery directly.
• Direct or provide senior advisory oversight on modular and DfMA (Design for Manufacture and Assembly) program delivery, including offsite factory manufacture, logistics, and onsite module installation, where the program scope requires it.
• Oversee integrated facility management across the portfolio, ensuring seamless transition from construction to operations and sustained asset performance.
• Own CAPEX and OPEX planning, budgeting, forecasting, and cost control across the portfolio, including IPC (Interim Payment Certificate) review, variations, and claims management, ensuring financial efficiency and accountability at program and project level.
• Establish and maintain program dashboards, milestone tracking, and performance reporting frameworks; define KPIs and drive data-led decision-making across all workstreams.
• Set clear project goals and objectives, ensuring consistency and prioritisation across the project portfolio.
• Conduct regular reviews of project deliverables, identify potential risks, and develop and implement mitigation strategies.
• Provide consultancy-grade advisory to the client on delivery strategy, procurement models, and value engineering.
• Build and maintain robust relationships with clients, contractors, and other stakeholders, ensuring transparent and effective communication.
• Act as the key liaison for senior-level discussions and represent the organization in high-level client and executive steering meetings.
• Lead and mentor project managers, engineers, and consultants to foster a high-performance culture.
• Optimize resource allocation across the portfolio to maximize productivity and minimize waste.
• Maintain adherence to industry standards, safety regulations, and company policies; drive quality and safety compliance across all projects.
• Perform audits and regular assessments to uphold the highest levels of quality.
• Identify new business opportunities and contribute to the growth of the client's portfolio.
• Promote a culture of continuous improvement by integrating innovative approaches and best practices into program management and delivery.

Qualifications and Experience:

• Bachelor's or Master's Degree in Engineering, Construction Management, or a closely related field.
• 20+ years of experience in construction and program management, with at least 10 years in a leadership role overseeing large-scale, high-value CAPEX programs across Construction, Facility Management, and Consultancy environments.
• Demonstrated giga-project program delivery experience in Saudi Arabia (NEOM, ROSHN, Red Sea Global, Diriyah, Qiddiya, or equivalent scale program) is required.
• Proven experience operating within an Owner's Engineer (OE) or Program Management Consultancy (PMC) model, holding final review and approval authority over a supervision consultant, rather than first-line delivery responsibility.
• Demonstrated modular, volumetric, or DfMA/P-DfMA program experience, spanning offsite factory manufacture through onsite module installation.
• Proven consulting or client-side advisory experience on major construction or infrastructure programs.
• GCC experience required; Saudi Arabia experience essential, including familiarity with local regulatory, contracting, and stakeholder environments.
• Project Management Professional (PMP) required; Program Management Professional (PgMP) strongly preferred.
• Saudi Council of Engineers (SCE) registration, or eligibility for registration, required.
• Strong command of program and portfolio governance, including stage-gate delivery, milestone management, dashboards, KPI frameworks, and executive performance reporting.
• Deep expertise in CAPEX and OPEX budgeting, forecasting, cost management, and financial reporting across multi-project portfolios, including IPC, variations, and claims administration.
• Proven track record of successful delivery of high-stakes projects within budget and schedule constraints.
• Experience building and leading cross-functional, multi-disciplinary teams on complex programs.
• Ability to effectively foster client relationships and manage stakeholder expectations, with excellent negotiation and interpersonal skills.
• Proficiency in construction project management software (e.g., Primavera P6, MS Project) and reporting tools (e.g., Power BI) for dashboarding and performance tracking.
• Demonstrated leadership and decision-making abilities, focusing on continuous improvement and high-quality outcomes.
• Exceptional communication and presentation skills to interact with stakeholders, clients, and internal teams.
