Job summary

FNRCO is seeking a senior HSE professional to oversee Permit to Work procedures, RAMS development, and site safety compliance in a heavy industrial/auto-supply context within Saudi Arabia. The role includes coordinating with client HSE representatives, conducting site inspections, and maintaining documentation to ISO standards.

Qualifications include 3–5 years in HSE, NEBOSH IGC, and strong English; Arabic is a plus. Mandarin exposure is advantageous for Chinese-led projects.

Qualifications

• Minimum 3–5 years' HSE experience in industrial, construction, or automotive supply chain environments.
• Familiarity with ISO 45001 and ISO 14001; knowledge of Saudi economic-zone regulatory frameworks is a plus.
• Experience administering Permit to Work systems including high-risk categories.
• NEBOSH IGC or equivalent; additional certifications in confined space, height work, or lifting supervision are an advantage.
• Fluent English; Arabic helpful for coordination; Mandarin fluency is a plus for Chinese-led environments.

Responsibilities

• Act as or support PAC's Permit Issuer/Receiver across permit types; prepare and submit PTW packages with RAMS.
• Conduct joint site inspections and ensure daily toolbox talks and inspections.
• Close out permits, remove isolations/LOTO, and return signed docs to PTW office.
• Develop and maintain Site HSE Plan aligned with ISO standards.
• Maintain RAMS, certificates, and inspection records; ensure audit readiness.
• Interface with client's site HSE representatives and escalate non-conformances.
