Job summary

WSP in the Middle East is seeking an experienced HSE Officer to support implementation, monitoring, and enforcement of Health, Safety, and Environmental requirements across utility infrastructure projects in Riyadh. You will work with supervision and contractor teams to ensure compliance and promote a proactive safety culture on site.

Role requires 5–8 years in HSE supervision within construction, NEBOSH IGC, and strong communication with stakeholders; English fluent, Arabic advantageous.

Qualifications

• Bachelor’s/Diploma in Occupational Health & Safety, Engineering, Environmental Science, or related.
• NEBOSH IGC is mandatory.
• IOSH/OSHA or equivalent certifications preferred.
• Strong knowledge of international HSE standards and risk management.
• Experience with inspections, audits, investigations and safety reporting.

Responsibilities

• Monitor contractor compliance with HSE plans, procedures and site requirements.
• Conduct routine site inspections, audits and safety observations.
• Identify unsafe conditions and ensure timely corrective actions.
• Review permits, risk assessments, method statements, and toolbox talks.
• Support incident investigations and root-cause analyses.
• Maintain records of inspections, incidents, meetings and HSE statistics.
• Participate in regular HSE meetings with stakeholders and contractors.
• Monitor high-risk activities including excavations and traffic management.
• Promote safety awareness through training and behavioral safety initiatives.
• Ensure compliance with Saudi regulations, client requirements and WSP standards.
• Coordinate with Resident Engineers and HSE teams to maintain safety.
• Prepare HSE reports and Recommend continuous improvement.
