Job description

HR Operations Manager

The HR Operations Manager is responsible for overseeing and directing the day-to-day operational functions of the Human Resources department, with direct accountability over three core functions: Payroll, Employee Relations, and Government Relations. The role ensures that all HR operations are executed in full compliance with Saudi labor laws, company policies, and regulatory requirements, while fostering a productive and well-governed work environment.

Responsibilities
  • Oversee all operations of the Employee Relations department and associated services, ensuring high-quality service delivery.
  • Manage all onboarding and offboarding processes, ensuring documentation accuracy, system entry into HRMS, and full compliance with company procedures.
  • Supervise the handling of employee grievances, complaints, and disciplinary matters in a fair and timely manner.
  • Ensure timely, accurate monthly payroll processing — covering salaries, benefits, end-of-service benefits, annual leave, and holiday wages.
  • Administer employee benefits including health insurance, annual leave entitlements, and End of Service Benefits (EOSB) calculations in accordance with Saudi Labor Law.
  • Monitor compliance with all government regulations and ensure timely renewal of work permits and visas for all employees.
  • Proactively track regulatory changes and update internal processes accordingly to prevent penalties and compliance failures.
  • Develop and implement operational HR strategies, policies, and procedures that align with WFI's organizational objectives.
  • Prepare and present periodic HR operational reports and dashboards to senior leadership.
  • Provide leadership, guidance, and performance oversight to the Employee Relations & Payroll and Government Relations section heads and their teams.
  • Drive continuous improvement initiatives across all HR operational functions.
  • Comply with the written policies, standards, rules and regulations of the Company.
  • Perform all other duties and activities assigned to them by their superiors within the realm of their knowledge provided it is not hazardous or dangerous to their person.
  • Follow health and safety regulations and procedures intended to prevent accidents or injury in workplaces or public environments.
Mandatory Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Law, or a related field.
  • 8 years of progressive HR experience, with at least 3 years in a supervisory or managerial role overseeing multiple HR functions.
Preferred Qualifications
  • Master's degree in Human Resources, Business Administration, Law, or a related field.
  • +10 years of progressive HR experience, with at least 5 years in a supervisory or managerial role overseeing multiple HR functions.
