It supports city‑wide delivery by integrating HSSE plans with engineering and logistics strategies, coordinating with delivery partners, managing contractors, leading teams, and ensuring consistent safety standards across the programme.

The Senior HSE Manager will lead HSSE strategy and implementation for logistics and construction activities across a major programme where multiple contractors, delivery partners, stakeholders, and site interfaces must operate under consistent safety controls. The position supports initial site set‑up, operational planning, HSSE procedures, contractor management, reporting, and team leadership while ensuring alignment with corporate, contractual, ethical, and safety requirements.

Key Responsibilities
  • Lead planning, initial site set‑up, and development of HSSE plans integrated with wider engineering and logistics plans.
  • Support a city‑wide approach to HSSE management across construction, logistics, engineering, and delivery activities.
  • Develop standard operating procedures for programme HSSE activities and ensure consistent implementation across all delivery teams.
  • Plan and implement HSSE strategies in accordance with approved programme HSSE plans, project requirements, and corporate standards.
  • Coordinate with delivery partners, client representatives, existing contractors, future major contractors, and other stakeholders involved in programme delivery.
  • Lead the application of advanced HSSE principles, concepts, and controls to ensure compliance and consistency across project teams.
  • Contribute to innovative HSSE ideas, practical safety improvements, and improved logistics safety practices.
  • Lead resolution of complex HSSE issues in coordination with site leads, engineering leads, logistics teams, contractors, and senior management.
  • Facilitate partnerships with key stakeholders and organizations affected by programme activities.
  • Ensure logistics, site access, construction interfaces, contractor activities, and work sequencing are reviewed from an HSSE risk perspective.
  • Assign work to HSSE team members, oversee task completion, and track progress against programme safety priorities.
  • Interview and select personnel for assignment when required by the programme.
  • Maintain clear work standards, goals, accountability expectations, and reporting requirements for HSSE employees.
  • Provide training, development support, coaching, and performance feedback to team members.
  • Complete performance evaluations, conduct employee counselling, and take corrective action when necessary.
  • Prepare required HSSE reports, summaries, dashboards, updates, and performance documentation for management review.
  • Ensure adherence to corporate, contractual, ethical, safety, security, environmental, and procedural requirements.
  • Monitor contractor HSSE performance and intervene when work practices, planning, or controls fall below required standards.
  • Support contractor coordination by clarifying HSSE expectations, reviewing risks, and ensuring timely follow‑up on corrective actions.
  • Work effectively within a matrix organization, balancing programme requirements, stakeholder expectations, and dual reporting structures.
  • Interact with senior management, client groups, contractors, vendors, employees, and co‑workers to consult, motivate, negotiate, and resolve HSSE matters.
  • Prioritize workload under time constraints and ensure critical HSSE actions are delivered within required deadlines.
  • Promote a practical, proactive, and disciplined safety culture across logistics and construction operations.
  • Perform additional responsibilities related to HSSE management, contractor coordination, and programme safety performance as required.
Ideal Profile
  • Degree in Engineering, Occupational Health and Safety, Environmental Management, Construction Management, or a related discipline.
  • Minimum 15 years of experience in construction projects, specifically in health, safety, security, and environment roles.
  • Proven experience working within complex construction environments involving multiple contractors, stakeholders, and delivery partners.
  • Experience in Saudi Arabia is advantageous.
  • OSHA certification is a plus.
  • Strong understanding of HSSE planning, site set‑up, construction logistics, contractor management, operational procedures, and programme safety governance.
  • Demonstrated ability to lead HSSE implementation across large construction programmes and maintain consistency across multiple workstreams.
  • Strong contractor management skills with the ability to influence contractor performance and challenge unsafe practices constructively.
  • Able to deliver clear work instructions in a complex stakeholder environment.
  • Strong written and spoken English communication skills.
  • Demonstrated teamwork, leadership, management, negotiation, and stakeholder coordination skills.
