Job summary

Confidential Government in Dammam seeks an experienced Training Department Manager to lead the organization’s learning function, developing employees’ technical, professional, and leadership capabilities in line with strategic objectives.

You will design the annual training plan, manage budgets, oversee programs, measure impact with KPIs, and drive modern learning methods while forging partnerships with providers.

Qualifications

• Bachelor’s degree in HR, Business Administration, Education, Organizational Development, or a related field.
• 12-15 years of relevant experience in Learning & Development or Training, including 5+ years in a managerial role.
• Proven experience in developing and implementing corporate training strategies and programs.
• Strong knowledge of training needs analysis, competency development, and evaluation methodologies.
• Experience in managing training budgets and external training providers.
• Strong leadership, communication, presentation, and stakeholder management skills.
• Excellent analytical and organizational skills.
• Proficiency in Microsoft Office and Learning Management Systems (LMS).
• Relevant professional certifications such as CPTD, CIPD, SHRM, or equivalent are preferred.

Responsibilities

• Develop and implement the organization's training strategy.
• Lead and manage the Training Department.
• Conduct training needs assessments.
• Develop annual training plan and budget.
• Design technical, professional, leadership, and compliance training.
• Evaluate training effectiveness with KPIs.
• Manage external training providers and partnerships.
• Ensure compliance with regulations and policies.
• Develop training policies and manuals.
• Monitor costs, utilization, ROI.
• Establish training calendar and timely execution.
• Identify and implement modern learning methods (e-learning, blended).
• Support career paths and succession planning.
• Prepare regular training reports for senior management.
• Lead and develop Training Department team.
