Job summary

Moomoo Inc. seeks an experienced HR Manager to lead end-to-end HR for its new Saudi Arabia office in Riyadh. You will drive recruitment, employee relations, performance management, and talent development while shaping the organizational culture.

You will ensure compliance with Saudi labor laws, develop HR policies, and align local practices with global standards in collaboration with HQ HR for scalable growth.

Qualifications

• 8-12 years of HR experience in a corporate environment, preferably in Saudi Arabia.
• Strong understanding of Saudi labor laws and employment regulations.
• End-to-end HR generalist experience including recruitment, employee relations, performance management and talent development.
• Experience setting up HR practices for a new entity is a plus.
• Fluency in Arabic and English; Chinese is a plus.

Responsibilities

• Manage end-to-end recruitment processes including sourcing, interviewing and onboarding.
• Develop and implement HR policies compliant with Saudi labor laws.
• Act as main contact for employee relations and HR guidance.
• Collaborate with HQ HR on SOPs and workforce planning for the new office.
• Ensure compliance with MHRSD, GOSI, Absher/Muqeem, Qiwa and Mudad platforms.

Job description

We are seeking a dynamic and results-oriented HR Manager to join our team in Saudi Arabia as part of our new office setup. This role will play a key part in driving HR initiatives and supporting the development of our organizational culture.

The ideal candidate should have a strong understanding of HR best practices, employment laws, and regulations in Saudi Arabia. You will be responsible for the end-to-end HR Generalist function, including recruitment, employee relations, performance management, and talent development.

In addition, you will help promote diversity and inclusion in the workplace while ensuring compliance with local labor laws. This is a great opportunity to contribute to the growth of our new Saudi Arabia office and support the development of a strong and sustainable workforce.

Responsibilities

• Manage end-to-end recruitment processes, including sourcing, interviewing, and onboarding candidates.
• Demonstrated 0→1 experience setting up HR practice for a new entity; experience working with regional or overseas headquarters is a plus.
• Develop and implement HR policies and procedures in compliance with Saudi labor laws.
• Act as the main point of contact for employee relations, providing guidance and support to resolve workplace matters.
• Work closely with HQ HRBP and leadership to establish company SOPs and workforce planning for the new office setup.
• Support local leadership on talent mapping and company expansion initiatives.
• Collaborate with HQ HR team to align HR practices with global company policies and strategic direction.
• Liaise with relevant Saudi government authorities and ensure timely compliance with statutory requirements, including Ministry of Human Resources and Social Development (MHRSD), General Organization for Social Insurance (GOSI), Ministry of Interior (via Absher & Muqeem platforms), Qiwa Platform, Mudad Platform.
• Partner with leadership to identify and implement talent management and development strategies.
• Maintain and manage employee records, ensuring data accuracy, confidentiality, and compliance.

• 8-12 years of HR experience, preferably within a corporate environment in Saudi Arabia.
• Prior experience in the investment or fintech industry will be considered an added advantage.
• Strong understanding of Saudi labor laws and employment regulations.
• Solid hands-on experience in end-to-end HR generalist functions.
• Startup environment experience will be an added advantage.
• Excellent communication and interpersonal skills, with the ability to build relationships across all levels.
• Experience working with global teams will be an added advantage.
• Strong problem-solving skills with the ability to handle sensitive matters professionally.
• Familiarity with key government platforms such as Qiwa, GOSI, and WPS systems is highly preferred.
• Preferably based in Saudi Arabia or with prior working experience in the Saudi market.
• Proficient in HR systems, Lark/Feishu and Microsoft Office Suite.
• Fluency in Arabic and English. Chinese speaking is a plus.
