Role Context
The GIS Specialist will provide the geospatial information backbone needed to connect Qiddiya 's master planning, design, infrastructure delivery, permitting, construction, and eventual asset handover. The position will manage spatial data from multiple consultants and delivery partners while maintaining consistent schemas, metadata, coordinate standards, and quality controls. Reliable GIS integration will allow project teams and Client stakeholders to visualize development conditions, identify spatial interfaces, support approvals, and make evidence-based decisions throughout the project lifecycle.
Key Responsibilities
- Operate and administer ESRI-based GIS environments supporting Qiddiya development activities.
- Apply Client GIS policies, templates, naming conventions, data structures, and operating procedures.
- Maintain standardized geospatial datasets covering Districts, Zones, Precincts, infrastructure, and development assets.
- Review GIS information submitted by designers, consultants, contractors, and delivery partners.
- Validate incoming spatial datasets before incorporation into the Client GIS environment.
- Check coordinate systems, geometry, attributes, topology, metadata, and file structures for compliance.
- Identify incomplete, duplicated, inconsistent, or non-conforming geospatial information.
- Coordinate correction of GIS deficiencies with the originating consultant or contractor.
- Integrate approved project data into centralized GIS databases and platforms.
- Maintain interoperability between GIS, BIM, and CAD information.
- Coordinate spatial information exchanges between ArcGIS and multidisciplinary design environments.
- Support alignment of geospatial data with asset information required for project handover.
- Perform spatial analysis to support master planning and infrastructure decisions.
- Apply geoprocessing and spatial modeling techniques to assess project constraints and opportunities.
- Conduct geostatistical analysis where required for complex development studies.
- Develop thematic maps for planning, design, construction, and management purposes.
- Build interactive maps and dashboards using ArcGIS Online and ArcGIS Enterprise.
- Create clear geospatial visualizations that communicate complex project information to technical and non-technical stakeholders.
- Support project teams with location-based analysis for development interfaces and infrastructure coordination.
- Maintain accurate GIS metadata and data lineage.
- Document GIS workflows, approvals, submissions, and correspondence within Aconex.
- Apply quality assurance procedures to maintain reliable spatial information throughout the program.
- Develop GIS data validation routines and repeatable quality checks.
- Investigate geospatial data inconsistencies and implement appropriate corrections.
- Provide GIS information required for master planning activities.
- Support preparation of spatial deliverables for regulatory approvals and permitting.
- Coordinate GIS requirements associated with CSP and other project approval processes.
- Assist interface management where development boundaries, assets, permits, or constraints overlap.
- Coordinate with delivery partners to ensure compatibility between separate GIS environments.
- Work with design consultants to establish consistent GIS deliverable requirements.
- Collaborate with planning, engineering, architecture, infrastructure, environmental, and construction teams.
- Provide geospatial support to multidisciplinary workshops and design coordination activities.
- Liaise with relevant stakeholders such as the Saudi Heritage Commission when spatial information supports permitting or interface requirements.
- Support the Integrated Master Programme with accurate GIS information and spatial reporting.
- Ensure GIS delivery milestones align with wider project planning and schedule requirements.
- Assist construction teams with geospatial information required for field coordination.
- Prepare handover-ready GIS datasets for completed assets.
- Confirm final spatial records reflect approved and constructed conditions where required.
- Coordinate GIS workflows with Client IT and information governance requirements.
- Review alignment between GIS and other project systems used by delivery partners.
- Identify opportunities to improve system integration and information exchange.
- Provide recommendations regarding tools such as Fuzor or Autodesk Vault where they affect geospatial workflows.
- Support appropriate integration with Primavera P6 information where spatial and schedule data can enhance reporting.
- Develop scripts to automate recurring GIS processes and improve data consistency.
- Use Python, JavaScript, or SQL to streamline spatial processing, validation, and reporting tasks.
- Support spatial database administration and structured data management.
- Work with PostgreSQL or comparable database technologies where required.
- Troubleshoot GIS application, database, projection, and data integration issues independently.
- Maintain high-quality cartographic standards across published mapping products.
- Manage common vector, raster, CAD, and other spatial data formats.
- Provide technical guidance to GIS technicians.
- Train Client personnel, consultants, and contractors on GIS procedures and project standards.
- Promote consistent GIS practices across multidisciplinary delivery teams.
- Maintain accurate records and meet scheduled GIS deliverable deadlines.
Ideal Profile
- Bachelor 's degree in GIS, Geography, Urban Planning, Civil Engineering, or a related discipline.
- Minimum 6 years of professional GIS experience.
- Strong background in urban development, infrastructure, or major multidisciplinary projects.
- Advanced working knowledge of ESRI technologies.
- Practical expertise with ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
- Demonstrated experience managing geospatial information from multiple consultants and contractors.
- Strong understanding of GIS data standards, coordinate reference systems, topology, and metadata.
- Experience integrating GIS information with BIM and CAD environments.
- Familiarity with geospatial workflows supporting design and construction delivery.
- Strong spatial analysis and geoprocessing capability.
- Experience developing project dashboards and interactive mapping applications.
- Competence in professional cartography and spatial visualization.
- Ability to review and validate large volumes of GIS information systematically.
- Experience supporting asset handover or operational GIS datasets is advantageous.
- Understanding of spatial database management and PostgreSQL is highly desirable.
- Ability to use Python for GIS automation and data processing.
- JavaScript and SQL capability is advantageous.
- Experience automating repetitive geospatial workflows is beneficial.
- Familiarity with Aconex document management practices.
- Understanding of Primavera P6 and integrated project environments is advantageous.
- Exposure to Fuzor, Autodesk Vault, or comparable engineering information systems is beneficial.
- GCC project experience is strongly preferred.
- Experience supporting mega-projects or large-scale master-planned developments is advantageous.
- Strong troubleshooting capability across GIS applications and datasets.
- Able to communicate technical GIS information clearly to multidisciplinary stakeholders.
- Strong English communication skills, with Arabic capability considered an advantage.
- Organized and capable of managing multiple concurrent GIS deliverables.
- Comfortable working within Client IT, governance, and information management requirements.
- Able to mentor junior GIS personnel and deliver practical user training.
- Willing to work on-site at Qiddiya or relocate as required.
