GIS Senior Manager – Geospatial Systems in Tabuk, Saudi Arabia is a senior Information Services opportunity leading enterprise GIS architecture, spatial data governance, digital twin integration, and geospatial program delivery for a landmark giga‑project. Parsons Corporation is hiring an accomplished GIS leader to provide accurate, secure, and real‑time spatial intelligence for master planning, infrastructure design, construction management, smart city operations, and long‑term asset management.
Responsibilities
- Define and implement the enterprise GIS strategy, operating model, technical architecture, and delivery roadmap.
- Establish program‑wide GIS policies, standard operating procedures, data models, workflows, and service standards.
- Govern geospatial requirements across master planning, engineering, construction, utilities, environmental management, and asset operations.
- Develop enterprise spatial‑data structures that support consistent integration across multiple project packages.
- Oversee the deployment, administration, scalability, and optimization of Esri ArcGIS Enterprise.
- Manage ArcGIS Pro, ArcGIS Online, Portal for ArcGIS, web services, dashboards, applications, and mobile GIS capabilities.
- Direct the integration of GIS with BIM, IoT networks, digital twins, asset‑management platforms, and smart city systems.
- Establish workflows for exchanging spatial and asset information between GIS, engineering, construction, and operational platforms.
- Ensure interoperability with ERP, document management, project controls, and common data environment systems.
- Oversee high‑resolution spatial‑data acquisition using LiDAR, UAV surveys, satellite imagery, remote sensing, and field collection.
- Define technical requirements for surveying, coordinate systems, geodetic datums, positioning accuracy, and spatial deliverables.
- Review geospatial submissions from contractors, consultants, surveyors, and specialist vendors.
- Establish QA/QC procedures for geometry, topology, attributes, positional accuracy, completeness, and metadata.
- Maintain enterprise metadata standards, naming conventions, version controls, and data lineage.
- Develop spatial database strategies using SQL Server, Oracle Spatial, or comparable enterprise platforms.
- Oversee geodatabase design, replication, backup, recovery, archiving, and performance management.
- Implement data‑security controls covering access permissions, restricted datasets, sharing rules, and cybersecurity requirements.
- Establish reliable publishing and approval workflows for internal, client, contractor, and government users.
- Lead spatial analytics supporting development planning, infrastructure routing, land use, logistics, environmental monitoring, and risk management.
- Introduce automated GIS workflows using Python, Arcade, model building, and configurable geoprocessing tools.
- Evaluate AI and machine‑learning applications for feature extraction, predictive analysis, change detection, and spatial decision support.
- Prepare GIS dashboards, executive maps, analytical reports, and decision‑support products for senior leadership.
- Translate complex geospatial findings into clear business implications and project recommendations.
- Coordinate with executive stakeholders, master planners, engineering leads, government entities, and client representatives.
- Manage international GIS contractors, software vendors, data providers, consultants, and system integrators.
- Define scopes of work, evaluate technical proposals, monitor deliverables, and enforce contractual performance.
- Lead, mentor, and expand a multidisciplinary team of GIS engineers, developers, analysts, database specialists, and technicians.
- Establish capability‑development plans, technical standards, quality expectations, and performance objectives.
- Track GIS program budgets, schedules, risks, procurement requirements, KPIs, and implementation progress.
- Maintain continuity of geospatial services within a demanding and rapidly evolving giga‑project environment.
Qualifications
- Bachelor's degree in Geographic Information Systems, Geomatics, Computer Science, Civil Engineering, or a related discipline.
- Master's degree in GIS, geospatial science, information systems, or a related field is highly desirable.
- Minimum 20 years of progressive experience in GIS, spatial analytics, geospatial data management, and enterprise architecture.
- Proven leadership of GIS operations for major infrastructure programs, smart cities, or high‑value remote developments.
- Demonstrated experience supporting programs valued at 10billion or more.
- Expert proficiency with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and Portal for ArcGIS.
- Strong knowledge of enterprise geodatabases, spatial services, web GIS, dashboards, and mobile data collection.
- Advanced experience with SQL Server, Oracle Spatial, or comparable spatial database technologies.
- Ability to automate geospatial processes using Python, Arcade, or similar scripting tools.
- Strong understanding of GIS and BIM interoperability, digital twins, IoT integration, and asset‑management systems.
- Experience managing LiDAR, UAV, remote sensing, imagery, surveying, and field‑data acquisition programs.
- Detailed understanding of coordinate reference systems, geodetic datums, accuracy standards, and municipal requirements.
- Strong knowledge of spatial data governance, metadata, QA/QC, access control, and cybersecurity.
- Proven ability to manage vendors, contractors, consultants, software providers, and multidisciplinary technical teams.
- Exceptional leadership, executive presentation, negotiation, and stakeholder‑management skills.
- Ability to explain complex geospatial concepts in clear commercial and operational terms.
- Strong written and spoken English communication skills.
- Previous Middle East or GCC experience is highly preferred.
- Knowledge of Saudi surveying practices, regional datums, and municipal spatial standards is advantageous.
- GISP, PMP, Esri certification, or another relevant professional credential is highly desirable.
- Willingness to relocate to and work full‑time in Tabuk, Saudi Arabia.
