Job summary

Client of Besst Group is seeking a senior Civil Estimation Department Manager in Saudi Arabia to lead cost estimation, tender reviews, and bid submissions for civil infrastructure and industrial projects.

The role requires strong leadership, deep knowledge of local market rates, and experience with EPC or major main contractors. You will coordinate with engineering, procurement and operations to optimize bids and reduce costs.

Qualifications

• Bachelor's degree in Civil Engineering or related discipline.
• 12–16 years of experience in construction estimation and tendering.
• 5+ years in a managerial or department leadership role.
• Experience in Saudi Arabia with local costs and market rates.
• Experience with EPC contractors or major main contractors.
• Proficiency in BOQs, quantity take-offs, cost analysis, and tender documentation.

Responsibilities

• Lead and manage the Civil Estimation & Tendering Department ensuring accurate competitive and timely submissions
• Review tender documents drawings specifications BOQs and contractual requirements
• Prepare and oversee detailed cost estimates for civil infrastructure building and industrial projects
• Develop pricing strategies based on Saudi market rates labor materials equipment subcontractors and project risks
• Coordinate with engineering procurement planning commercial and operations teams during the tendering process
• Manage RFQs and evaluate quotations from suppliers and subcontractors
• Conduct value engineering and identify cost-saving opportunities while maintaining project specifications and quality standards
• Review tender risks assumptions exclusions and commercial considerations before final submission
• Lead tender clarification meetings negotiations and presentations when required
• Maintain and continuously update the company s cost database benchmarks and market intelligence
• Monitor departmental performance and mentor the estimation team
• Support senior management in bid no-bid decisions and overall tendering strategy
