Job summary

Devoteam Middle East seeks an experienced Data & AI Strategy Consultant to lead transformational government initiatives in the Kingdom. You will architect enterprise AI strategies, drive roadmaps, and contribute to winning high-stakes government RFPs.

Expect close collaboration with executive stakeholders and on-site leadership across multi-year engagements. The role requires deep Saudi market knowledge, 13+ years in IT consultancy with data/AI focus, and strong proposal/bid management skills.

Qualifications

• 13+ years of demonstrable IT consultancy experience focused on Data Strategy, AI transformation, and presales/bid management.
• Deep knowledge of the Saudi market with government experience preferred.
• Proven ability to translate national visions into actionable data maturity frameworks.
• Experience in proposal writing, bid management, and resource modeling for IT consultancy engagements.
• Expert knowledge in designing Target Operating Models (TOM) for Data and AI.
• Certifications: PMP, Agile/Scrum Master, CDMP.
• Fluent English; Arabic: native/fluent.

Responsibilities

• Lead end-to-end authoring of comprehensive technical and financial proposals for complex government RFPs.
• Architect competitive pricing, LOE estimations, and resource models aligned with public procurement guidelines.
• Direct cross-functional consulting squads in the delivery of high-impact strategic projects.
• Create Current State Evaluations, Data Maturity Assessments, TOMs, and multi-year Data & AI roadmaps.
• Act as the primary on-site anchor for project steering committees.
• Manage C-suite and ministerial relationships, navigate scope changes and drive alignment.

• Architect competitive pricing, formulate Level-of-Effort (LOE) estimations, and design resource models strictly aligned with public procurement guidelines.
• Direct cross-functional consulting squads in the delivery of high-impact strategic projects.
• Own the creation of Current State Evaluations, Data Maturity Assessments, Target Data & AI Operating Models (TOM), and multi-year Data & AI execution roadmaps.
• Act as the primary, on-site anchor for project steering committees.
• Manage complex relationships at the C-suite, Director-General, and Ministerial levels, skilfuly navigating scope changes and driving project alignment.

Required Qualifications & Skills:

Education: Bachelor s degree in Computer Science, Software Engineering, Computer Information Systems (CIS), or Management Information Systems (MIS).

Professional Experience: 13+ years of demonstrable experience in IT Consultancy, specificaly focused on Data Strategy, AI transformation, and presales/bid management. Deep knowledge of the Saudi market is highly preferred, with a strong distinct advantage for candidates who have proven experience partnering with or consulting for Saudi governmental entities. Proven ability to translate broad national visions into actionable, ROI-driven data maturity frameworks. Deep experience in proposal writing, bid management, and resource modeling for IT consultancy engagements. Expert knowledge in designing Target Operating Models (TOM) for Data and AI. Familiarity with modern data architectures, organizational AI readiness evaluations, data governance, and strategic planning for enterprise-scale integration. Exceptional ability to demystify complex data architectures for non-technical government leaders while simultaneously providing clear, actionable direction to engineering and delivery squads.

Certifications: PMP, Agile/Scrum Master, CDMP (Certified Data Management Professional)
