Role Context The Commercial Manager will take ownership of the project 's commercial framework, ensuring that cost, contractual entitlement, revenue, cash flow, procurement commitments, claims, and change remain under disciplined control throughout delivery. Working across a complex airport environment, the role will connect Project Management, Cost Engineering, Quantity Surveying, Planning, Engineering, Finance, Contracts, Procurement, contractors, subcontractors, suppliers, and the Client. The position will be particularly important where phased construction, restricted work zones, live operational interfaces, design development, aviation requirements, and multidisciplinary package dependencies create additional cost or contractual exposure.
Key Responsibilities
- Lead the project commercial function and manage the performance of the commercial team.
- Establish and implement project-specific commercial management procedures, controls, and reporting structures.
- Align commercial activities with approved budgets, contractual requirements, project objectives, and company governance.
- Provide senior commercial guidance to the Project Director and project leadership.
- Review contract conditions, scope requirements, entitlement provisions, obligations, and commercial responsibilities.
- Administer the main contract and support commercial management of key subcontract packages.
- Monitor contractual compliance and identify obligations requiring action by project teams.
- Ensure notices, submissions, responses, and commercial communications are issued within contractual timeframes.
- Interpret clauses covering payment, variations, claims, delay, disruption, acceleration, suspension, and termination.
- Maintain structured oversight of contractual commitments and emerging commercial exposures.
- Lead preparation and maintenance of project budgets and commercial forecasts.
- Monitor actual and committed cost against approved control accounts.
- Review accruals, commitments, projected final costs, and cost-to-complete forecasts.
- Assess Estimate at Completion and identify emerging cost deviations.
- Analyze cost trends and highlight potential overruns before they become embedded in project performance.
- Coordinate with Cost Engineers and Quantity Surveyors to maintain reliable cost information.
- Track revenue, expenditure, margin, and cash flow throughout the project lifecycle.
- Review payment applications and associated commercial substantiation.
- Manage payment certification processes and monitor retention, bonds, guarantees, and financial obligations.
- Coordinate with Finance teams regarding invoicing, receivables, cash flow, and forecast accuracy.
- Support resolution of delayed or disputed payments.
- Manage commercial aspects of variations, change orders, additional works, and scope revisions.
- Assess entitlement, valuation methodology, supporting evidence, and cost implications.
- Review cost build-ups and ensure rates, quantities, resources, and commercial assumptions are adequately supported.
- Maintain current Variation, Claims, Notices, and Commercial Correspondence Registers.
- Coordinate with technical and planning teams to determine the impact of design or construction changes.
- Develop commercial positions for significant change events.
- Lead negotiations relating to major variations and additional works.
- Review contractor and subcontractor claims for contractual and commercial validity.
- Assess entitlement and quantum for delay, disruption, prolongation, acceleration, and other claims.
- Support preparation and evaluation of Extension of Time submissions.
- Work with Planning and Project Controls teams to link programme impacts with commercial consequences.
- Coordinate with Engineering and Contracts or Legal teams on complex claim issues.
- Develop negotiation strategies for high-value or disputed commercial matters.
- Identify potential disputes at an early stage and support practical resolution before escalation.
- Provide commercial input to mediation, adjudication, arbitration, or other formal proceedings where required.
- Maintain comprehensive evidence supporting project positions on claims and variations.
- Lead commercial negotiations with the Client, consultants, contractors, subcontractors, and suppliers.
- Prepare well-supported recommendations for settlement of major commercial matters.
- Review procurement strategies from a commercial and risk perspective.
- Support tendering and subcontractor procurement activities.
- Participate in commercial bid evaluations and tender clarifications.
- Review subcontract agreements, purchase orders, payment terms, and commercial conditions before award.

- Identify cost exposure created by design development and late technical changes.
- Assess the commercial consequences of construction methodology changes.
- Support value engineering exercises and quantify potential project savings.
- Identify commercial opportunities that improve cost efficiency or margin performance.
- Maintain financial provisions for identified risks where appropriate.
- Prepare weekly and monthly commercial reports for project leadership.
- Develop commercial dashboards covering budget, committed cost, forecast, revenue, cash flow, claims, changes, and risk.

- Present commercial status, trends, and recommendations to the Project Director and senior management.
- Maintain audit-ready records supporting all major commercial decisions.
- Ensure commercial activities comply with company policies, project procedures, contractual requirements, and applicable regulations.
- Lead, mentor, and develop members of the commercial, cost, and quantity surveying teams.
- Promote consistent commercial standards across all project packages.
- Support project closeout, final account negotiations, and settlement of outstanding commercial matters.
Ideal Profile
- The position requires a bachelor 's degree in Quantity Surveying, Commercial Management, Civil Engineering, Construction Management, or a related discipline.
- Candidates should have at least 15 years of relevant commercial experience across major construction, infrastructure, airport, or multidisciplinary developments.
- The successful candidate should have a proven background in commercial management, contract administration, cost control, variations, claims, negotiations, and financial reporting.
- Strong experience administering a major main contract together with multiple subcontract packages is required.
- Candidates should be able to evaluate entitlement and quantum independently and develop commercially defensible recommendations.
- A thorough understanding of construction contracts and international commercial principles is essential.
- Practical knowledge of FIDIC or other international construction contract forms is highly desirable.
- The role requires strong capability in project budgeting, cost forecasting, cash flow, Estimate at Completion, cost-to-complete, margin analysis, and commercial reporting.
- Experience reviewing variations, EOT claims, disruption, prolongation, and other commercial submissions is important.
- Major airport or aviation infrastructure experience will be highly valuable, particularly where works involve terminals, airfield systems, runways, taxiways, aprons, roads, utilities, and operational interfaces.
- Candidates should be experienced in working with Clients, consultants, contractors, subcontractors, suppliers, project controls teams, and senior management.
