Laista Group is a Lithuanian group of companies operating mainly in workforce leasing, payroll services, recruitment and back-office solutions.
We are currently developing our Portuguese operation and are looking for a hands-on payroll and workforce operations specialist who will help manage the operational side of payroll, employee administration, A1 certificates and posted-worker processes in Portugal.
This is not a purely administrative HR role. We are looking for someone who understands Portuguese payroll in practice, enjoys operational work, is detail-oriented and can take ownership of payroll and compliance-related tasks from start to finish.
About the role
As a Payroll & A1 Operations Specialist, you will work under the Workforce & Operations Team Lead and support the day-to-day payroll and workforce administration processes in Portugal.
Your main focus will be Portuguese payroll, A1 certificates, employee administration, posted-worker documentation and communication with external partners, authorities and internal teams.
The role is hands-on and operational. You will be expected to work directly with payroll data, documents, deadlines, legal requirements and employee-related information.
Main responsibilities
- Process and support end-to-end Portuguese payroll operations.
- Collect, review and validate payroll inputs: working hours, overtime, absences, holidays, allowances, bonuses, contract changes, onboarding and terminations.
- Prepare and check payslips, payroll reports, payment files and related payroll documentation.
- Ensure payroll-related obligations are completed correctly, including Segurança Social, IRS and mandatory reporting.
- Prepare, submit and follow up on A1 certificates and posted-worker documentation.
- Support employee posting processes from Portugal to other EU countries.
- Coordinate payroll-related information between Portugal and host-country partners, such as the Netherlands, Belgium, Germany or other markets.
- Work with employment contracts, employee files, declarations, social security information and other HR administration documents.
- Communicate with external payroll, legal, accounting or HR providers when needed.
- Contact Portuguese institutions and authorities when clarification or follow-up is required.
- Maintain payroll calendars, checklists, procedures and control files.
- Support audits and ensure that payroll and employee administration documents are accurate and complete.
- Identify payroll, documentation or compliance risks and escalates them in time.
- Support the Workforce & Operations Team Lead in building stable and scalable operational processes in Portugal.
What we expect from you
- Hands-on Portuguese payroll experience.
- Practical experience processing or supporting payroll from inputs to final validation.
- Good understanding of Portuguese payroll rules, Segurança Social, IRS, employee administration and labour-law-related payroll obligations.
- Practical experience with A1 certificates, posted workers, cross-border employment or employee assignments.
- Experience working with employment contracts, absences, holidays, working time, allowances and terminations.
- Ability to work with external payroll, legal or HR providers and challenge incorrect or incomplete information.
- Strong attention to detail and ability to work with deadlines.
- Structured working style: checklists, calendars, documentation and clear follow-up.
- Ownership mindset - you do not wait for someone else to solve operational issues.
- Ability to communicate clearly with authorities, partners, employees and internal stakeholders.
- Fluency in Portuguese and good working English.
Nice to have
- Experience in temporary employment, staffing, workforce leasing, employee outsourcing or recruitment agencies.
- Experience with payroll involving more than one country.
- Knowledge of collective agreements or posted-worker requirements in countries such as the Netherlands, Belgium or Germany.
- Experience working in a company where payroll and HR operations are being built or improved.
- Experience with SAP, Primavera, PHC, Workday or other payroll / HR systems.
