We are hiring: Payroll & Posting Operations Lead
Location: Portugal - Porto
Reporting to: Country Manager
Salary: from 48,000 EUR (The exact salary is negotiable and depends on the candidate’s level of experience)
We are a growing group of companies providing employee leasing, recruitment, payroll administration and customer service solutions in Lithuania and international markets. Our group includes Retiva, Hireks, Rinota, Increla and Fintiva.
As we expand internationally, we are looking for an experienced Payroll & Posting Operations Manager in Portugal to build and manage payroll, employee leasing, temporary employment and posting processes.
Main responsibilities
- Coordinate the full employee leasing and payroll process: HR, contracts, payroll, A1/posting, time tracking and invoicing.
- Select and manage external partners, including payroll, bookkeeping and HR providers.
- Ensure accurate Portuguese payroll administration, including IRS, Segurança Social / DRI and CCT application.
- Manage employment contracts, ETT-related agreements and posting documentation.
- Take full ownership of A1 certificate processes under EU Regulation 883/2004, especially Articles 12 and 13.
- Manage posted worker notifications, including LIMOSA and other required notifications.
- Ensure compliance with Portuguese labour law, temporary employment and posting requirements.
- Work with authorities such as Segurança Social, AT and labour inspection bodies.
- Create and improve internal SOPs, compliance processes and operational standards.
- Support the development of local employee leasing and payroll services in Portugal.
Requirements
- 3+ years of payroll experience in Portugal, with mandatory experience in payroll of posted workers; experience in the temporary employment (ETT) sector is considered an advantage.
- Strong knowledge of Portuguese labour law, IRS, Segurança Social, and CCTs.
- Understanding of A1 certificates and Posting of Workers requirements.
- Proven leadership experience or extensive experience in payroll and posting of workers, combined with a strong motivation to grow into a leadership role.
- Ability to build processes from scratch and make independent decisions in a fast-growing environment.
- Strong planning, deadline management, and problem-solving skills.
- Portuguese (C1/C2) and English (C1).
