Job summary

PM Consulting is seeking an experienced Learning & Development Manager in Metro Manila to lead the design and implementation of broad learning and capability-building programs across the organization. Qualifications

• Bachelor's degree in HR, Psychology, Business Administration, Education, or related field.
• At least 5–8 years of progressive experience in Learning & Development, Talent Development, Organizational Development, or related HR functions.
• Proven experience designing and implementing enterprise-wide learning programs.
• Strong background in leadership development, competency frameworks, and talent management.
• Experience working with Learning Management Systems (LMS) and digital learning tools.
• Excellent facilitation, presentation, and communication skills.
• Strong stakeholder management and consulting capabilities.
• Ability to analyze learning metrics and translate insights into actionable recommendations.
• Experience supporting organizational transformation, change management, or capability-building initiatives is an advantage.

Responsibilities

• Develop and execute the organization's Learning and Development strategy aligned with business priorities.
• Conduct training needs analysis and identify capability gaps across various functions and levels.
• Design, implement, and evaluate learning programs, leadership development initiatives, and career development frameworks.
• Partner with business leaders and HR teams to build targeted learning solutions that address organizational needs.
• Manage onboarding, technical, functional, leadership, and soft skills training programs.
• Oversee learning management systems (LMS), digital learning platforms, and learning analytics.
• Evaluate training effectiveness through feedback, assessments, and business impact measurements.
• Facilitate workshops, leadership programs, and learning interventions when required.
• Manage relationships with external training providers, consultants, and learning partners.
• Lead succession planning, talent development, and high-potential employee programs in collaboration with HR and business leaders.
• Monitor industry trends and introduce innovative learning methodologies and technologies.
• Manage the L&D budget and ensure effective utilization of learning resources.
