Elev8 Holdings, Inc. in the Philippines seeks a Sales Manager to drive growth in government accounts through bidding, tender management, and strategic account leadership.
You will lead tender preparation, coordinate with operations, and push for revenue targets while maintaining strong client relationships. The role requires 5–8 years in government sales, proficiency with CRM/ERP tools, and a track record of successful bid outcomes.
The Sales Manager is responsible for driving sales growth through government accounts by leading bidding activities, managing customer relationships across relevant government touchpoints, and ensuring the timely and compliant submission of tender documents. The role is accountable for achieving sales targets, maintaining an accurate sales pipeline and forecast, and leading the sales team to deliver high-quality output.
1. Sales Target and Government Account Growth
Achieve assigned sales targets, budget, and business plan objectives for the government bidding segment.
Identify, pursue, and develop opportunities within government agencies, public sector institutions, and related accounts.
Conduct regular customer visits, meetings, and presentations to maintain visibility and strengthen client relationships.
Monitor market movements, competitor activities, and upcoming government projects/tenders to proactively position the company.
Build and sustain relationships with relevant touchpoints.
2. Bidding and Tender Management
Lead the preparation of bidding documents before tender submission deadlines.
Review bid requirements, technical specifications, commercial terms, and eligibility criteria to ensure compliance.
Monitor tender schedules, bid openings, post-qualification activities, and award status.
3. Solution Selling and Client Need Analysis
Identify customer requirements, operational needs, and buying considerations.
Recommend suitable products, solutions, or trading offers based on company portfolio and available offerings.
Match customer requirements with appropriate product features, benefits, and commercial options.
4. Product Presentation and After-Sales Support
Facilitate product presentations, product demonstrations, and discussions related to customer requirements.
Coordinate necessary support related to servicing and after-market requirements, when applicable.
Work with operations, warehouse, logistics, technical, or service teams to ensure customer needs are addressed.
Support customers before, during, and after the sale to maintain a positive buying experience.
5. Performance Reporting and Revenue Forecasting
Prepare and submit sales reports, pipeline updates, forecasts, account updates, and business insights to management.
Maintain an accurate and updated sales pipeline / forecast for government projects and opportunities.
Recommend action plans based on sales performance, tender activity, customer feedback, and market intelligence.
Support management in strategic planning by providing relevant and timely business information.
6. Team Leadership and Performance Management
Manage the output, productivity, and performance of assigned team members.
Provide direction, coaching, and mentoring to staff to improve capability and readiness.
Assist team members with escalation points, operational concerns, and customer-related issues.
Manage day-to-day team operations to ensure priorities are aligned with sales and bidding deadlines.
7. Policy Development & Governance
Define and approve policy frameworks aligned with business strategy.
Oversee policy development, review, and standardization.
Approve and enforce policy implementation across functions.
Ensure compliance with regulatory and company standards.
Drive policy improvements and governance initiatives.
8. Performance Management
Define and approve KPIs aligned with business objectives.
Oversee and validate team performance results.
Approve performance ratings and evaluations.
9. Corporate Standards & Administration
Skills Development Accountability: Review personal performance results, identify areas for skill improvement, and take ownership of self-development actions.
Code of Ethics and Code of Conduct: Maintain full compliance with all provisions of the Company's Code of Ethics and Code of Conduct.
Quality Management: Follow documented procedures, identify non-conformities, participate in QMS training, and assist in corrective actions.
Safety: Adhere strictly to safety regulations, report hazards immediately, and promote a safe work environment.
Data Privacy: Handle all sensitive company and client data securely in full compliance with privacy laws.
Others: Perform other duties as assigned.
Technical Knowledge
Strong knowledge of government bidding processes, tender requirements, and documentation.
Experience in sales planning, account management, and pipeline management.
Strong understanding of forecasting, reporting, and performance monitoring.
Working experience using CRM, ERP, sales monitoring systems, PhilGEPS, or Order Booking platforms.
Familiarity with applicable government procurement procedures and standards.
Proficiency in Microsoft Office tools.

Job Requirements
Education: Bachelor's degree in Business Administration, Marketing, Management, Engineering, Public Administration, or any related field.
Experience: 5 to 8 years of relevant experience with a strong background in government accounts, public sector sales, or government bidding.
