JOB DESCRIPTION
Position: Safety Officer / HR Clerk
Department: Human Resources & Safety
Work Setting: Primarily field-based (job sites), with occasional office work
Job Summary
Ensures a safe work environment on job sites, supports recruitment and basic HR clerical work, and keeps workers motivated and present, with a focus on reducing absenteeism.
Key Responsibilities
Safety
- Conduct daily site inspections and identify hazards, then follow up on corrective actions.
- Lead toolbox meetings and safety orientations for workers.
- Monitor use of PPE and compliance with company and DOLE safety standards (OSH).
Recruitment & HR Administration
- Source, screen, and conduct initial interviews for field and site personnel.
- Coordinate hiring requirements, onboarding, and pre-employment documents.
- Maintain 201 files, attendance records, and daily time records.
- Assist in preparing manpower reports and endorsements for payroll.
Worker Engagement & Attendance
- Monitor attendance daily and identify patterns of absenteeism or tardiness.
- Talk with workers to understand the reasons for absences (personal, financial, health, transport, morale) and coordinate solutions with management.
- Promote morale through regular dialogues.
- Report monthly attendance trends and recommended actions.
Qualifications
- Bachelor's degree in Industrial/Safety Engineering, Psychology, HR Management, Business Administration, or a related course
- With a Basic Occupational Safety and Health (BOSH, 40-hour) certificate, or willing to complete it. COSH is an advantage.
- 1-3 years of experience in safety, HR, or site coordination, preferably in construction, fabrication, or industrial work
- Knowledge of DOLE OSH standards and labor regulations
- Strong communication, people skills, and the ability to motivate and influence workers
- Good in Microsoft Office; basic record-keeping and report-writing skills
- Fresh graduates with relevant training may be considered
Physical & Work Requirements
- Able to walk long distances, climb, and work outdoors in varying weather
- Willing to be assigned to job sites, including out-of-town deployments
- Willing to work extended hours when needed
- Physically fit for site work (may be required to pass a medical exam)
