JOB SUMMARY
The HR & Admin Manager will oversee the overall Human Resources and Administration functions across the Group of Companies, including manpower operations, employee relations, recruitment, compensation and benefits, labor compliance, performance management, and administrative services. The role will ensure that HR policies and processes are aligned with business requirements, labor laws, and the Company's objectives while providing effective support to the different business units, including manpower services, advertising/marketing, and lending operations.
KEY RESPONSIBILITIES
1. HR Operations & Employee Relations
- Oversee day-to-day HR operations across the different companies and business units.
- Manage employee lifecycle from onboarding to separation, including contracts, regularization, transfers, promotions, and clearances.
- Handle employee concerns, grievances, disciplinary cases, and other employee relations matters.
- Ensure proper implementation of company policies and disciplinary procedures.
- Provide guidance to managers and supervisors on HR-related concerns.
2. Recruitment & Manpower Management
- Lead recruitment and manpower planning based on business and client requirements.
- Oversee sourcing, screening, interviews, onboarding, and deployment of employees.
- Monitor manpower requirements, headcount, vacancies, and employee movements.
- Ensure timely fulfillment of manpower requirements for client accounts and internal departments.
- Develop and maintain recruitment strategies and talent pipelines.
3. Compensation, Benefits & Payroll
- Oversee payroll processing and ensure accurate and timely submission of timekeeping inputs.
- Manage employee benefits, including HMO, insurance, leave credits, and government-mandated benefits.
- Coordinate with Finance/Payroll on salary adjustments, deductions, loans, and other employee-related payments.
- Ensure proper documentation and approval of compensation-related changes.
4. Labor Compliance & Government Relations
- Ensure compliance with DOLE, SSS, PhilHealth, Pag-IBIG, BIR, and other applicable government requirements.
- Oversee labor-related registrations, renewals, reports, inspections, and government submissions.
- Monitor compliance with employment contracts, labor standards, company policies, and applicable regulations.
- Coordinate with Legal/Compliance on labor cases, contracts, and other employment-related matters.
- Maintain complete and updated HR and compliance records.
5. Performance Management
- Manage the Company's performance evaluation and regularization processes.
- Coordinate with department heads regarding employee evaluations, promotions, salary recommendations, and development plans.
- Monitor probationary periods and ensure timely regularization or appropriate action.
- Assist management in developing performance and retention strategies.
6. HR Policies & Process Improvement
- Develop, review, and update HR policies, procedures, employee handbooks, and forms.
- Ensure HR practices are consistently implemented across the Group.
- Identify opportunities to improve HR processes, systems, and employee experience.
- Lead HR projects and initiatives aligned with business needs.
7. Administration
- Oversee general administrative functions, office policies, employee facilities, and workplace services.
- Manage office supplies, company assets, employee IDs, records, and administrative vendors.
- Coordinate office-related requirements, events, employee activities, and other administrative projects.
- Ensure a safe, professional, and organized workplace environment.
8. Client & Manpower Account Support
- Work closely with Operations and Account Management teams to address employee and manpower concerns for client accounts.
- Support client requirements related to employee deployment, documentation, attendance, payroll, benefits, and employee relations.
- Ensure compliance with manpower/client contractual requirements.
- Assist in resolving employee concerns that may impact client operations.
- Lead, coach, and develop the HR and Admin team.
- Assign responsibilities and monitor team performance and deliverables.

QUALIFICATIONS
- Bachelor's degree in Human Resources, Psychology, Business Administration, Management, or a related field.
- At least 5–8 years of progressive HR experience, with at least 2–3 years in a supervisory or managerial capacity.
- Experience in a manpower agency/manpower services, outsourcing, or multi-company/group setup is highly preferred.
- Strong knowledge of Philippine labor laws and HR best practices.
- Experience handling DOLE, SSS, PhilHealth, Pag-IBIG, BIR, and other government compliance requirements.
- Strong background in employee relations, recruitment, payroll coordination, performance management, and HR administration.
- Excellent communication, interpersonal, organizational, and problem-solving skills.
- Able to handle confidential information with professionalism and discretion.
- Highly organized, detail-oriented, proactive, and capable of managing multiple priorities.
- Strong leadership and decision-making skills.
- Proficient in Microsoft Office/Google Workspace and HRIS or other HR systems.
