General Overview
The HR Supervisor plays a pivotal role in ensuring the smooth and compliant operation of all human resource functions. This position oversees recruitment, employee relations, compensation and benefits, compliance, training, performance management, HRIS, and engagement programs. Acting as both a strategic partner and hands‑on manager, the HR Supervisor ensures that HR processes align with labor laws, company policies, and organizational goals. The role requires strong leadership, legal awareness, and the ability to balance employee welfare with business priorities.
Key Responsibilities
Recruitment & Staffing
- Lead end-to-end recruitment and selection for rank‑and‑file, supervisory, and managerial roles
- Conduct job posting, resume screening, interviews, testing, and background checks
- Ensure timely manpower fulfillment based on approved MRFs
- Oversee onboarding, orientation, and turnover to department heads
Employee Relations & Discipline
- Implement Code of Conduct and discipline processes consistent with the Labor Code
- Conduct investigations, issue NTEs, facilitate hearings, and recommend sanctions
- Manage grievance handling, conflict resolution, and employee welfare programs
- Promote positive employee relations and company culture
Compensation, Benefits & Payroll Support
- Validate attendance, overtime, and payroll documents for accuracy
- Oversee government contributions and compliance (SSS, PhilHealth, Pag‑IBIG)
- Manage 13th month pay, salary adjustments, allowances, and benefits administration
- Ensure timely filing of government loans, sickness, and maternity benefits
HR Compliance & Legal Requirements
- Ensure compliance with DOLE mandates (Labor Standards, OSH Standards, DOLE reporting)
- Support audits and inspections
- Maintain and safeguard 201 files and confidential HR documents
- Ensure compliance with the Data Privacy Act
Training & Development
- Conduct training needs analysis (TNA)
- Coordinate internal and external training programs
- Monitor training budgets, attendance, and completion
- Maintain employee competency records and development plans
Performance Management
- Facilitate the Performance Evaluation System for probationary and regular employees
- Consolidate ratings and prepare performance reports
- Recommend promotions, regularization, and corrective actions
HRIS & Reporting
- Oversee HR databases and timekeeping systems
- Ensure accurate HR metrics (turnover, absenteeism, hiring lead time, training hours)
- Prepare weekly, monthly, and quarterly HR reports
Administrative & Supervisory Duties
- Supervise HR staff and monitor task completion
- Improve HR processes and implement best practices
- Support management in policy creation, review, and implementation
- Assist in organizational development programs
Company Events & Employee Engagement
- Plan and execute company-wide events (team‑building, outings, holiday parties, CSR programs)
- Coordinate with vendors, suppliers, and committees
- Manage event budgets, logistics, documentation, and post‑event reports
Additional Reports & Ad Hoc Responsibilities
- Prepare special HR reports as requested by management
- Support audits, compliance reviews, and management meetings
- Handle ad hoc HR projects aligned with business priorities
Qualifications
- Bachelor’s degree in Human Resource Management, Psychology, Business Administration, or related field
- At least 4 years of progressive experience in HR functions, with a minimum of 2 years in a supervisory or leadership capacity
- Proficiency with HRIS or payroll software (Oracle, Payplus, QuickHR, etc.)
- Familiarity with NLRC processes, labor hearings, and coordination with legal counsel
- Strong background in training coordination, employee engagement, and internal communications
- Excellent command of MS Office and HR systems
- Strong proficiency in MS Office and HR systems
