Qualifications

• Graduate of BS Civil Engineering and licensed Civil Engineer.
• Experience with cost estimation and quantity surveying is a plus.
• Proficient in MS Office and Excel.

Responsibilities

• Pre-construction: facilitate bidding, bid document prep, and pre-bid activities; coordinate with bidders and clients; use Procore for bid documents and recordkeeping; prepare detailed cost estimates and evaluation of bids.
• Construction: validate and evaluate change orders, process contract billings for timely payments, attend site meetings, conduct final inspections, prepare contract closure amendments.
• Post-construction: project close-out and cost evaluation of repair works; prepare maintenance/repair contracts when needed.
• Others: report preparation for team leader and monthly OKR accomplishments.

Job Summary

The Contracts Engineer handles the process of bidding and awarding of the projects in assigned areas. Duties include preparing ofbid, documents, detailed estimate and cost breakdown, evaluating and endorsing tenders. He/she evaluates change orders, repairworks and budgetary cost estimates. He/she is responsible for monitoring OTC of assigned projects to ensure projects are awardedon time.

Duties and Responsibilities

Pre - Construction Phase

• Facilitate Vendor Shortlisting and Coordination with the Potential Bidders/Contractors of the Projects for Bidding
• Facilitate Procore Project Account Creation and Registration of Participating Bidders for the Projects for Bidding
• Coordinate with Client(s) regarding the Requested Project for Bidding
• Facilitate Pre-bid Meetings and Attend Site Inspections
• Preparation of Bid Documents for Bidding
• Facilitate the Use of Procore System in the Issuance of All Bid Documents to Bidders and Storage of All Bid Documents
• Preparation of Detailed Control Estimates (Quantity and Unit Cost Generation) as per Bid Plans
• Tabulation and Evaluation of Bids including Post Bid Clarification
• Facilitate the Preparation of Bidding Updates and Participate/Present in the BAC Presentation
• Preparation of Draft for Tender Evaluation and Letter of Award

Construction Phase

• Validation and Evaluation of Change Orders/Extra Work including Reconciliation
• Process Contract Billings for Timely Payment to Contractor
• Attend Coordination and Site Meetings
• Conduct Final Inspections with the Inspectorate Team
• Preparation of Contract Closure Amendment

Post Construction Phase

• Project Close-out
• Handle Cost Evaluation of Various Repair Works of existing projects as requested by the Client
• Preparation of Piece Meal Contracts or Letter of Award for Maintenance & Repair Works (if necessary- Currently N/A since SPI-CAD handles only the Cost Evaluation for internal JO Award of EWBC)

Others

• Report Preparation for Submission to Team Leader for Individual Job Charging for Projects Handled
• Report Preparation for Individual Monthly OKR Accomplishment
