NUSTAR Resort Cebu is seeking an Assistant Vice President - Procurement to lead strategic procurement, sourcing, contracting, vendor management, and overall supply chain activities across the resort and its affiliates.
The role focuses on cost-effective acquisition, quality, compliance, sustainability, and operational efficiency, including governance, risk management, and capital projects support.
The Assistant Vice President - Procurement is responsible for providing strategic leadership and oversight of all procurement, sourcing, contracting, vendor management, and supply chain activities across NUSTAR Resort Cebu and its affiliated business units. The role ensures cost-effective acquisition of goods and services while maintaining the highest standards of quality, compliance, sustainability, and operational efficiency.
Develop and implement the overall procurement strategy aligned with NUSTAR's business objectives.
Establish annual procurement plans, sourcing priorities, and cost optimization initiatives.
Drive continuous improvement in procurement policies, processes, and systems.
Benchmark procurement practices against hospitality, gaming, and integrated resort industry standards.
Lead strategic sourcing activities for major categories, including hotel operations, gaming operations, engineering, IT, food and beverage, marketing, and capital projects.
Oversee vendor accreditation, bidding, evaluation, and contract award processes.
Lead high-value negotiations to secure favorable commercial terms.
Ensure appropriate contract governance and compliance throughout the contract lifecycle.
Build and maintain strategic partnerships with key suppliers.
Conduct supplier performance reviews and establish service level expectations.
Identify opportunities for supplier consolidation and strategic sourcing agreements.
Address vendor concerns, disputes, and performance issues effectively.
Develop procurement budgets and monitor expenditures.
Identify cost-saving opportunities without compromising quality or service levels.
Analyze procurement spend and market trends to support informed decision-making.
Deliver annual procurement savings targets and efficiency gains.
Ensure procurement activities comply with company policies, internal controls, and regulatory requirements.
Promote ethical procurement practices and transparency in vendor selection.
Support audit requirements and ensure proper documentation of procurement activities.
Mitigate supply chain and procurement-related risks.
Lead, coach, and develop the procurement team.
Establish performance standards and monitor departmental KPIs.
Foster a culture of accountability, service excellence, innovation, and collaboration.
Identify succession and development opportunities within the department.
Optimize procurement workflows through technology and automation.
Ensure effective utilization of procurement and ERP systems.
Establish procurement analytics and reporting dashboards for executive management.
Support procurement requirements for resort expansion projects, renovations, and major capital investments.
Collaborate with project stakeholders to ensure timely sourcing and delivery of materials and services.
Perform other duties and special projects as assigned by executive management.
Participate in strategic committees, task forces, and business improvement initiatives.
Support crisis management, business continuity planning, and urgent operational procurement requirements.
Bachelor's degree in supply chain management, Procurement, Business Administration, Finance, Engineering, Hospitality Management, or related discipline.
Master's degree in business administration (MBA) or related field is highly desirable.
Minimum of 10 years of progressive procurement and supply chain management experience.
At least 5 years in a senior leadership role overseeing procurement operations.
Strong experience within hospitality, integrated resorts, gaming, hotel, real estate, or large-scale service industries is preferred.
Demonstrated success in strategic sourcing, contract negotiations, and supplier management.
Certified Professional in Supply Management (CPSM)
